OF PUBLIC ADMINISTRATION

Established in 2013, the Graduate School of Public Administration (GSPA) is the first new School of RANEPA with the mission to train, retrain and provide professional development for managerial staff of public administration and local self-governance bodies, to develop and enrich the skill pools of all levels as well as to provide advisory, analytical and information support to public authorities and local self-governance bodies.

Number 1 among The GSPA develops innovative human resource technology, systems and methods for diagnosing, assessing and up-building professional capacity of managerial and other staff.

    The retraining objective is to develop competencies to undertake new occupational activities, to improve the existing competencies in economics, management and finance, training qualified managers with multiple skills, capable of applying obtained knowledge, abilities and skills on their own, using the most appropriate management practices and resources, evaluating economic and financial performance of an organisation (institution) or government (municipal) agency.

    The goal of the program is for students to learn the skills needed for carrying out new types of activity in the field of state and municipal administration, the formation of new professional competencies and the improvement of skills in information and analytical activity, in the creation of strategic areas of socioeconomic development, programs, projects, aimed at improving the administration of territories with account of local characteristics.

    How to improve provision of public services by the federal executive authorities and performance of their supervision (oversight) functions in respective areas

    Such educational programs are designated to improve the existing competencies for better provision of public services, including municipal services.

    The program helps to improve the public services, including municipal services, and reduce the time, spent on administrative procedures to get final outputs of the services.

    Such programs are called to systemize and update trainees’ professional knowledge about the civil service, legal frameworks for public administration; and to develop practical skills to use modern technology for addressing managerial objectives and improving the performance of government agencies.

Established in 2013, the Graduate School of Public Administration (GSPA) is the first School of RANEPA with the mission to provide professional development for managerial staff, to develop and enrich the skill pools as well as to provide advisory, analytical and information support to public authorities. In 2014, RANEPA branches established their regional Departments of the HSPA.

Key activities of the GSPA include assessment of professional knowledge and ‘diagnosis’ of personal soft skills and job-related competencies, development and capacity building of human resources and skill pools, professional development for civil servants and municipal officials, as well as advisory and analytical support to federal and regional government agencies and local self-governance bodies.

The GSPA offers a three-tier set of education programs for diffident categories of trainees which includes programs of basic, functional and specialized levels.
