2018 Gaidar Forum, day three
The expert discussion, Designing New Globalization: What Rules Will the World Play By, opened the third day of the Gaidar Forum. The subject of the session was symbolically timed to the centennial of US President Woodrow Wilson’s Fourteen Points statement. Another session, Political Trends: Assessment, Analysis, Forecast, raised acute political issues; the experts identified key domestic political trends.
Globalization was the keynote of a significant number of reports. It was discussed at the session, Global Competition: the Asian Challenge, devoted to the pace of economic growth in Asia; the governments’ large-scale integration and infrastructure initiatives in response to it; new rules for global and regional trade; and Russia's response to the Asian challenge. Yaroslav Lissovolik, Chief Economist at Eurasian Development Bank, said: “World liberalism is entering a rather difficult stage,” where “there is no model, not enough common approaches,” and much controversy between regional actors. One of the decisions Russia needs to make, according to the expert, is to coordinate and formulate an understandable strategy with regard to Asian countries.
One of the landmark events of the third day of the forum was the open lecture, Artificial Intelligence – a Challenge for Mankind, moderated by Chairman of the Management Board of Rusnano Management Company Anatoly Chubais. The penetration of artificial intelligence (AI) into people’s lives poses many new challenges; civilization has to choose between future opportunities and dangers.
Today artificial intelligence is approaching spheres it was impossible to imagine before, Mr. Chubais noted. AI has beaten the world chess and poker champions. It was a major breakthrough and showed that AI has already gone beyond its purely algorithmic features.
Professor Tatyana Chernigovskaya, Head of the Department of Problems of Convergence in Natural Sciences and Humanities, Head of the Laboratory for Cognitive Studies, Doctor of Human Physiology, Member of the Council of the Liberal Arts and Sciences Program at Saint Petersburg State University, explained that people now live in an era where man determines the life of the planet. This leads to a paradox: the achievements of the industrial and information era are shaping the future world – with many more new opportunities and new dangers.
The organizers include the Presidential Academy of National Economy and Public Administration (RANEPA), the Gaidar Institute for Economic Policy (Gaidar Institute) and the Association of Innovative Regions of Russia (AIRR).
