First day of Gaidar Forum 2017: panel discussion Priority Projects as a Factor of Economic Growth
The panel experts discussing the development strategy of the project management system in Russia included First Deputy Prime Minister Igor Shuvalov; Minister of Communications and Mass Media Nikolai Nikiforov; Minister of Construction, Housing and Utilities Mikhail Men; Deputy Chief of the Government Staff, Director of the Department of Project Activities of the Government Andrei Slepnyov; First Deputy Minister of Industry and Trade Gleb Nikitin; and Deputy Economic Development Minister Stanislav Voskresensky.
Other experts involved in the debate were general director of Russian Export Center Pyotr Fradkov; Deputy Rector of RANEPA, Director of RANEPA Graduate School of Public Administration Dmitry Butashin; Director of the Economics and Corporate Planning Directorate at Gazprom Neft Alexei Urusov; Head of the Spatial Development unit of the Center for Strategic Research Alexei Prazdnichnykh; and President of Ward Howell Sergei Vorobyov.
The speakers discussed the priority projects launched by the Government at the end of 2016, their expected social impact, and their role for ordinary Russians.
President of Strategy Partners Group Alexander Idrisov moderated the discussion. He noted that since the end of 2016, the Russian Government has launched a number of priority projects, aimed at generating tangible social and economic benefits with limited administrative, human and financial resources.
First Deputy Prime Minister Igor Shuvalov said that in the current management system, there is a clash of process and design logic, which to some extent delays the execution of initiatives. He added that project work has been conducted since 2006 and there has been significant progress in many areas. “In general, I can see some progress, but more work certainly needs to be done in this area,” he concluded.
Minister of Communications and Mass Media Nikolai Nikiforov said that over the past few years, there have been significant improvements in the delivery of public services through various technologies, noting that digital economy has become a priority. “We are encouraged by the amount of support that we have seen in the Presidential Address on December 1. We are going to structure new indicators for the digital economy project early this year,” he said.
During the discussion, the experts came to the conclusion that it is necessary to gradually phase out the existing procedural mode of interaction. It is important that all the projects were balanced and assigned to three or four priority areas, and managers worked toward a successful outcome. One of the main problems, according to the speakers, is inter-agency communication and mutual coordination.
