Gaidar Forum experts discuss public procurement system
The participants of the expert discussion, The Mysterious World of Public Procurement, on the final day of the Gaidar Forum discussed the public procurement legislation, the functionality of the contract system, and e-budgeting.
The event was moderated by Director of RANEPA Center of Competition Policy and Public Contracts Yelena Agapova.
Head of the Department for State Order Placement Monitoring at the Federal Anti-Monopoly Service Tatiana Demidova spoke about changes in the public procurement legislation. “All procurement procedures will be converted into digital form,” she said.
Ilia Dimitrov, Presidium Member of OPORA Russia, a national non-governmental organisation for small and medium entrepreneurship, and Public Ombudsman for E-commerce and Electronic Public and Municipal Services, shared a forecast for 2017.
Project Manager at the Association of Innovative Regions of Russia (AIRR) Anna Davydova said that the customers’ competition for suppliers is primarily about suppliers competing in efficiency. “An indicator of this competition is confidence in the system, shown in how many procurement deals were made; in this respect simplification is a plus,” the expert said before going on to discuss the issue of ineffective contracts.
