Leading world political analysts and bank executives to attend Gaidar Forum
Well-known political scientist Ivan Krastev and leaders of leading banks, Jacob Frenkel and Luis Maria Linde de Castro, will take part in expert discussions at the 2018 Gaidar Forum at the Russian Presidential Academy of National Economy and Public Administration (RANEPA).
The Presidential Academy will host the annual Gaidar Forum for the ninth time. Leading experts will meet to discuss the most pressing issues of the social and economic sphere in Russia and the world.
Ivan Krastev, Chairman of the Centre for Liberal Strategies, Sofia, and Permanent Fellow at the Institute for Human Sciences in Vienna (IWM), will participate in the event. Mr. Krastev is a Bulgarian political analyst, an expert in international relations and a researcher of the post-communist Russia and Eastern Europe. From 2004 to 2006, he was executive director of the International Commission on the Balkans; he was the editor-in-chief of the Bulgarian Edition of Foreign Policy and was a member of the Council of the International Institute for Strategic Studies, London (2005-2011). He is a founding board member of the European Council on Foreign Relations, a member of the advisory board of the ERSTE Foundation, a member of the global advisory board of Open Society Foundations, New York, and a member of the advisory council of the Center for European Policy Analysis (CEPA) and the European Cultural Foundation (ECF). In 2013-2014, the expert worked at Bosch Stiftung Berlin. Mr. Krastev is an experienced journalist, associate editor of Europe’s World and a member of the editorial board of the Journal of Democracy and Transit – Europäische Revue. He was the editor-in-chief of the Bulgarian Edition of Foreign Policy.
Chairman of JP Morgan Chase International, former Chairman of the Bank of Israel (1991-2000), and member of RANEPA International Advisory Board Jacob Frenkel is a regular guest of the Gaidar Forum. From 1987 to 1991, he served as Economic Counselor and Director of Research at the International Monetary Fund (Washington). He was The Governor of the Bank of Israel in 1991-2000. From 2000 to 2004, he served as Chairman of Merrill Lynch International, as well as Chairman of Merrill Lynch’s Sovereign Advisory and Global Financial Institutions Groups. The expert also served as Vice Chairman of the Board of Governors of the European Bank for Reconstruction and Development; was a member of the Group of Thirty (G30) composed of the major global economists, a member of the group of economic advisers for G7, and an economic consultant to the Government of Argentina. Dr. Frenkel holds a Ph.D. in economics from the University of Chicago. He is a member of several Israeli and international economic research organizations and editorial boards of many respected periodicals in economic disciplines. He is the author of 18 books and over 300 articles on economics and finance, a Foreign Honorary Member of the American Academy of Arts and Sciences (AAAS), and a recipient of several Honorary Doctoral degrees and other decorations and awards in Argentina, the Czech Republic, Italy, including the State Prize of Israel (2002).
Another banking expert at the 2018 Gaidar Forum will be Governor of the Bank of Spain Luis Maria Linde de Castro. From 1969 to 1971, he was Head of the Directorate General for Foreign Trade in the Spanish Ministry of Trade, then Head of the Balance of Payments Office at the Ministry of Trade. In 1974, Mr. de Castro was appointed to head the Spanish Trade Office in Moscow, where he worked for four years. In 1978-1982, he was Technical Secretary General of the Ministry of Economy and Trade; from 1983 to 1987, Deputy Director General of the Foreign Department of the Bank of Spain; and from 1987-2000, Director General of International Affairs of the Bank of Spain. He continued his career with the Bank of Spain as Director of the Country Risk Department at the Bank of Spain from 2001. In 2005-2008, he served as Executive Director for Spain's group at the Inter-American Development Bank in Washington, where he chaired the Policies and Evaluation Committee for two years. From 2009 to 2011, he was Adviser to the Associate Directorate General International Affairs of the Bank of Spain. In 2012, he became Governor of the Bank of Spain.
