Moscow's chief architect Sergei Kuznetsov speaks at Gaidar Forum

Sergei Kuznetsov, Chief Architect of Moscow, has delivered one of the keynote reports during the Trianon Dialogue: City of the Future session during the Ninth Gaidar Forum at the Russian Presidential Academy of National Economy and Public Administration (RANEPA).

During the discussion, the Russian and French participants discussed the problems of cities of the future and urban development. Kuznetsov said Moscow neighborhoods that are included in the relocation program are unsafe. “These areas with panel buildings, especially those of the first generation, are disadvantaged zones by any indicator. They are a mass of identical houses, where a visitor cannot find the right street or courtyard; bleak places. We bring the relocation program to places where property prices are at the overall low. If we look at the crime situation, unfortunately, these areas will also be leaders,” the expert explained.

According to Kuznetsov, unsafe areas are found both in the city center and on the outskirts. An economically effective urban environment, cultural life and security are important in the implementation of the relocation program in Moscow. The architect cited the Frunzenskaya embankment area as an example of a successful old area. “In the highlight of this giant program is not just the improvement of the housing fund, but a major reform of the environment,” Kuznetsov said.

The participants of the Trianin Dialogue session included Minister of Communications and Mass Media Nikolai Nikiforov, French architect and architecture historian Jean-Louis Cohen, Deputy Director General of the Unified Development Institute in the Housing Sector established by AHML Kristina Ishkhanova and other experts in urban planning.

The participants agreed that the forecasts and visions of the future made by last century’s cultural and scientific figures have not come true. Cities have followed a different trajectory in their development, and by 2050, more than 70% of the population of our planet will live in them.

RANEPA Rector Vladimir Mau noted that France has a huge experience in the development of the urban environment in big cities. “There is a huge gap between small and big cities. France has a great experience. They are developing the idea of ​​citizens’ budget, where residents participate in the formation of the city budget. We have recently launched a program to develop the urban environment. The city of the future is not a city for machines or artificial intelligence. It is a city for people,” said Vladimir Mau.

French architect Jean-Louis Cohen noted that the city is the capital of society and part of its cultural heritage. “The environment shapes a personality, and our success primarily depends on the environment,” added Sergei Kuznetsov.

The Presidents of Russia and France, Vladimir Putin and Emmanuel Macron, adopted the decision to launch the Trianon Dialogue civil society forum, a new platform for bilateral interaction, at their meeting in Versailles on May 29, 2017. In 2018, the main dialogue theme was City of the Future. The broad discussion of urban planning will involve the social, economic, transport, ethnopolitical and environmental aspects of the life in modern big cities and small towns, and the specifics of single-industry towns.


The organizers include the Presidential Academy of National Economy and Public Administration (RANEPA), the Gaidar Institute for Economic Policy (Gaidar Institute) and the Association of Innovative Regions of Russia (AIRR).
