RANEPA and The Federation Council partnered up
On September 3 signing of the cooperation agreement between the Russian Academy of National Economy and Public Administration under the President of the Russian Federation and the Federation Council took place in the Federation Council.
The agreement was signed by the rector of RANEPA Vladimir Mau and the Chairman of the Federation Council Valentina Matviyenko. The parties agreed about interaction concerning legislation and law-enforcement practice improvements. Mutual organizational, research, academic, consulting, expert support will be provided.
"I regard signing of the agreement between RANEPA and the Federation Council as a significant stage of development of our constructive cooperation: we have been collaborating very fruitfully for a long time", – the Chairman of the Federation Council noted. In her opinion, after a merger of two higher education institutions, RANEPA is a reliable institution specializing in preparation and professional development of staff for all bodies of the state and municipal authorities. In the current circumstances it is extremely important to increase country management efficiency, and only well prepared professionals can fulfill this task.
«Serious collaborative work is awaiting us, and we count seriously on today's agreement, – Valentina Matviyenko reported and added: – We hope the teachers and experts of the Academy will actively participate in laws preparation, and we lay account with experts’ evaluation according to the decisions made". The Chairman of the Federation Council assigned relevant committees to develop and approve the accurate plan for practical implementation of the agreement within a month.
The rector of RANEPA Vladimir Mau thanked Valentina Matviyenko and the chairman of the Federation Committee on Science, Education, Culture and Information Policy Zinaida Dragunkina for an opportunity to start cooperation of RANEPA and the Federation Council. "The academy is a unique educational institution uniting in itself a state administration school, the largest business school in the country and a classical university. The academy is also one of the most important consultants of the state governing bodies", – Vladimir Mau said. He reported that members of the Federation Council and its representatives study and retrain in such major structures of RANEPA as High School of Public Administration, M. M. Speransky Department of Law, School of Public Policy and Department of National Security.
"Staff preparation for federal, regional authorities and municipalities is our main objective", – Vladimir Mau declared and said that RANEPA has a unique base and opportunities. The rector of the Presidential academy reminded that in two weeks there would be a 5-year anniversary since the decree on creation of the joint Academy had been signed, but also he pointed out that the history of the educational institution started in the 1920s.
According to the agreement monitoring of the Russian legislation in political, economic and social and humanitarian spheres, and also the analysis of laws application practice are planned. The Presidential Academy will provide advisory and expert support for the Federation Council. RANEPA will prepare responses and expert opinions on bills. Various research and information materials are expected to be published.
Besides, students and graduate students of the Academy will have an opportunity to examine the Federation Council activity and also to undertake an internship there. Collaborative forums, conferences, seminars, business meetings and other events, in which representatives of the Russian and International Scientific Community will take part, are expected in the future.
"It is important to point out that the executive staff of the Federation Council and RANEPA consider the agreement to be not a formal one but see it as the basic document which will allow to foster already existing relationships between the Presidential Academy and the Federation Council significantly. This agreement is not only between the central office of the Federation Council and Moscow Presidential academy campus – it will actively develop cooperation in regions between legislative bodies of subordinate entities of the Federation and regional branches of the Academy. Additionally, the parties agreed that key field-specific institutes and faculties of the Academy will cooperate with relevant committees of the Federation Council", – the vice rector, the director of the High School of Public Administration of RANEPA Dmitry Butashin noted.
