RANEPA hosts public meeting of NASDOBR Presidium
On January 16, a public meeting of the Presidium of the National Board of Business Education Quality Assessment (NASDOBR) was held as part of the Ninth Gaidar Forum at the Russian Presidential Academy of National Economy and Public Administration (RANEPA).
NASDOBR is aimed at the development of the Russian Education Quality System. It works through creating a professional environment providing an independent public assessment of the quality of various levels of management education (Bachelor’s and Master’s degrees, MBA, advanced training, etc.).
The meeting was moderated by RANEPA Vice-Rector, Director of RANEPA Institute of Business Studies, President of RABE Sergei Myasoyedov and General Director of NASDOBR and RABE Natalya Evtikhieva.
The discussion focused on the results of NASDOBR work in 2017 and its new tasks for 2018.
In his keynote address, First Deputy State Duma Speaker Alexander Zhukov gave a positive assessment to the organization that has been actively working for five years. The expert noted a number of achievements, including the formation of a sufficiently effective system for assessing the quality of professional trainers in additional education; the creation of the core of an expert community for MBA accreditation; and the development of the recruitment rating. Zhukov also identified two important areas that require the most attention in 2018: the development of a system for teaching staff appraisal and assessing the quality of business education programs, the introduction of certain professional standards.
Deputy Minister of Education and Science Sergei Kravtsov spoke about the need for effective cooperation with the education regulator Rosobrnadzor. The education system is highly susceptible to corruption risks, and therefore requires a serious and comprehensive approach, he said. Kravtsov considers it important to evaluate not so much the formal indicators as the knowledge of students. The plans for the coming year include the development of a state accreditation system with an emphasis on the quality of education. “Objective evaluation is the key to moving forward,” the expert stressed.
Ilya Sheburakov, Dean of the Faculty of Evaluation and Development of Management Personnel of RANEPA Graduate School of Public Administration, proposed a methodology for nationwide independent appraisal of professional knowledge, qualifications and skills of teachers of management courses working at various levels of educational programs.
The speaker listed three important criteria: substance (versatility of knowledge), teaching (ability to work with the audience) and motivation (involvement and interest). Sheburakov emphasized the importance of multi-subject evaluation, meaning an independent survey and feedback from students, colleagues, superiors, etc.
Members of the expert group discussed the importance of inter-industry competencies and experience of professional staff, and the specifics of training business professionals in the field of innovative technologies.
At the end of the meeting, the participants unanimously adopted a list of tasks and for 2018 possible ways to fulfil them; NASDOBR members received acknowledgements for their successful activities.
