Gaidar Forum experts discuss approaches to assessing population aging
The expert discussion, Innovative Approaches to Assessing Population Aging, took place on January 18, as part of the Gaidar Forum at RANEPA. Head of RANEPA International Laboratory of Demography and Human Capital Sergei Shcherbov delivered the keynote report.
The speaker talked about using the Prospective Old Age Dependency Ratio (POADR) for assessing the current and future aging based on the UN population projections for almost all countries until 2100, which shows that the proportion of older people will be growing more slowly.
The participants considered various UN statistics; interestingly, different countries have different thresholds of old age – women at 55+ and men at 65+ in Russia. Mr. Shcherbov cited examples from the Russian regions.
The participants agreed that when a person retires, they regress; therefore, people need to be stimulated to further development. Tatyana Klyachko, Director of RANEPA Center for Economics of Continuous Education, said it is necessary to survey the Russian regions, because students from places like Ingushetia, for example, come to Moscow, enroll in local universities and never go home. Consequently, elderly people stay while young people move to the capital. Therefore, there are more young people in Moscow.
The participants concluded that the population is younger, but it is necessary to stimulate people to further development. There are additional factors of course, such as geographical location, living standards and the quality of life, but they become negligible when society has potential for development.
