Medical Examination and Insurance
Foreign students and employees: what you need to know about passing a medical examination, mandatory state fingerprint registration and photographing.
All foreign nationals (except nationals of the Republic of Belarus) who have entered the Russian Federation, are subject to a mandatory medical examination, as well as an independent state fingerprint registration (fingerprint examination) and photographing (pursuant to Federal Law No. 274-ФЗ dated July 1, 2021).

Pursuant to the aforementioned Federal Law, in order to legally stay in the territory of the Russian Federation, foreign nationals and stateless persons shall have supporting documents:
- a document on passing medical examination: issued by an authorized medical institution and valid for 12 months from the date of issuance. Passing medical examination shall be the responsibility of a foreign national and therefore shall be done at their own expense;
- a document confirming the passing of mandatory state fingerprint registration and photographing: issued by the local offices of the Ministry of Internal Affairs of Russia. It shall be carried out once, regardless of the number of entries into/exits from the Russian Federation.
These procedures may be passed, inter alia, as part of obtaining employment authorizations (work permits or patents).
Failure by foreign nationals and stateless persons to undergo the mandatory procedures (mandatory state fingerprint registration, photographing and medical examination) within the stipulated terms entails a reduction in the period of temporary stay in the Russian Federation (paragraph 23 Article 5 of Federal Law No. 115-ФЗ dated July 25, 2002 “On the Legal Status of Foreign Nationals in the Russian Federation”).
Term and Stages of the Procedures
Foreign nationals who arrived in the Russian Federation after December 29, 2021 for the purpose of employment, including teachers, within 30 calendar days from the date of entry.
Those who arrived after December 29, 2021 for a long period (more than 90 days) for other purposes, including students, within 90 calendar days from the date of entry.

Prepare documents + copies of the following documents in advance:
- passport — 2 pcs.
- notarized translation of passport
- migration card
- notification of migration registration
- health certificates
- visa, if any
- student ID

Stage
Pass paid medical examination
- Pass a paid medical examination (at least RUB 5,000) with the specified set of documents (copies and originals), upon which the date of receiving the results shall be determined (approximately 5 business days).

Paid medical examination services (pursuant to Federal Law No. 274-ФЗ dated 01.07.2021) shall be included in the cost of the insurance policy of Absolut Insurance (Program for RANEPA Students).

Obtain examination results
Arrive at the medical institution for the results of the examination on the specified date. If the examination reveals a disease that poses a danger to others, additional examinations may be prescribed or a decision may be made to reduce the period of temporary stay for the foreign national in Russia. This document shall be submitted to the local office of the Ministry of Internal Affairs of Russia for mandatory state fingerprint registration and photographing. In case of loss, a duplicate may be issued within three months. -

Bring documents, undergo fingerprinting and photographing
The reception of medical documents, fingerprinting and photographing shall be carried out at the Migration Center SBI at: Moscow, Voronovskoye, 64th km of Varshavskoye highway, unit 1, bldg. 47 (Sakharovo) or at the subdivision of the Migration Center SBI at: Moscow, 18 Bakhrushina str., with the above set of documents. After the procedure, a laminated form (card) with a photo image and input data of the owner shall be issued or a date shall be set on which it is necessary to arrive at the competent authority to receive the card.
! Medical documents shall have a limited validity period — 12 months from the date of issuance. Always undergo the medical examinations in advance so that all documents are up to date.
The term of fingerprint registration for foreign citizens is indefinite, although ‘green cards’ have a 10-year validity period. This is because they are issued to confirm not only fingerprinting, but also photographing, given that human appearance may change over 10 years. Once your green card expires, you do not need to submit your fingerprints again. You are only required to take a new photo.
If the fingerprinting card is lost or damaged, you do not need to take fingerprinting again. Contact any department of the Ministry of Internal Affairs that deals with migration issues and apply for a new document to replace the lost one.
