Obtaining a temporary residence permit for the purpose of education

Effective January 1, 2023, Order of the Ministry of Internal Affairs of the Russian Federation No. 949 dated 14.12.2022 approved the Administrative Regulations on the Provision of Public Services for the Issuance of Temporary Residence Permits to Foreign Nationals and Stateless Persons for the Purpose of Obtaining Education (hereinafter, the TRPE).

RANEPA students who study full-time in bachelor’s, specialist’s, master’s or postgraduate programs are eligible to receive the TRPE.

The TRPE shall be issued for the entire period of study and the next 180 calendar days in the form of a mark in an identity document.

After completing studies, a person who has received the TRPE may apply for a permanent residence card (PRC) in a simplified manner within three years without the need to obtain the TRPE in the Russian Federation.

General information on the provision of a public service:

The public service shall be provided directly by the local offices of the Ministry of Internal Affairs of Russia in the constituent entities of the Russian Federation, where the student will study:

The list of documents to be provided by a foreign national corresponds to the public service option, depending on the category of applicants. See the categories of applicants and the full list of documents here.

Please note that the document confirming your full-time study at the Presidential Academy shall be issued by the Academy’s Student Center (MFC). To obtain an extract from the enrollment order, please contact the MFC.

The maximum period for providing the public service shall be 38 business days. The term shall be calculated from the date of registration of the application and documents required for providing the public services.

A fee shall be charged for the public service in the form of a state duty in the amount of RUB 1,920.

The results of the public service may be obtained in the migration department of the local office of the Ministry of Internal Affairs of Russia.

MIGRATION REGISTRATION SECTION

Pursuant to Federal Law No. 109-ФЗ dated July 18, 2006 “On Migration Registration of Foreign Nationals and Stateless Persons in the Russian Federation,” starting from 08.07.2018, migration registration is available only at the de facto place of residence of a foreign national.

Each time you enter the territory of the Russian Federation and receive a migration card, you need to submit documents for migration registration.

For those residing in the Academy dormitory or hotel

The passport office of the Housing Directorate will assist in registration with the local department of the MIA of Russia at the address of the dormitory/hotel for those residing in the Academy's accommodation facilities.

To register for migration purposes and receive a registration card, please contact your passport office.

Your documents shall be submitted on the 3rd day from the date of arrival.

List of documents required for initial migration registration:

  • Copy of the passport (1st page with photo)
  • Copy of migration card
  • Copy of visa for those who enter with the visa. Entry into the Russian Federation without a visa for nationals of: Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Uzbekistan, Ukraine
  • Academy recommendation. To receive a recommendation, please contact the Academy’s Student Center (MFC) and provide information about the actual address of residence and the local migration department of the Ministry of Internal Affairs of Russia Main Administration (indicating the head of the department who it is applied to)

The list of required documents may vary depending on the local office. If you reside in a rented apartment, check the list of documents with the local office of the Ministry of Internal Affairs of Russia Main Administration.

The Russian legislation provides for an administrative fine in the amount of RUB 5,000 to 7,000 with administrative expulsion from the Russian Federation and a ban on entry into Russia for 3 to 10 years for violation by foreign nationals of the rules of migration registration (deadlines for migration registration).

The migration registration period shall be 7 business days after crossing the border.
Exception for nationals of:

  • Ukraine and the Republic of Belarus – within 90 days
  • the Republic of Armenia, the Republic of Kazakhstan and the Kyrgyz Republic – 30 days
  • the Republic of Tajikistan – 15 days from the date of crossing the border of the Russian Federation.

The hotel shall register you for migration purposes on the day of your arrival for the entire period of your stay at the hotel and issue you the original registration with the signature and seal of the hotel and stamp of the MFC or the inspector of the Ministry of Internal Affairs. Hotel registration ends on the day of check-out! After checking out of the hotel, you shall register for migration purposes at a new place of residence (in a hostel, in a private apartment, in another hotel) within 7 calendar days.

Foreign nationals/stateless persons who do not reside in the Academy dormitory/hotel shall be required to register for migration purposes for the duration of a multiple-entry visa at the place of their temporary stay (residence) with the local office of the migration department, on the territory of which the rented residential premises are located (grounds: Federal Law No. 109-ФЗ “On Migration Registration of Foreign Nationals and Stateless Persons in the Russian Federation”).

If you reside in a rented apartment, migration registration shall be carried out by the apartment owner (lessor) at the local office of the Ministry of Internal Affairs of Russia upon the recommendation of the Presidential Academy. This may also be done via the nearest post office (if such a service is provided in the region of residence). The owner of the residential premises shall submit (send) the documents personally.

In order to register at the place of residence in the rented apartment, you need to:

  1. Agree with the lessor on migration registration at the address of the rented premises
  2. On the website of the Ministry of Internal Affairs of Russia Main Administration, check which branch you need to apply to for migration registration or check the address and opening hours of the nearest post office
  3. Contact the local office of the Ministry of Internal Affairs of Russia in the area where the rented apartment is located and clarify the list of conditions and documents required in this area (set of documents, opening hours, contact person, etc.)
  4. To obtain a letter of recommendation, enrollment order extract or a note of academic program duration, please contact the MFC.
  5. The set of documents shall be provided and submitted to the relevant migration department or, alternatively, through the unified Public Services web-portal. The documents shall be submitted only by the residential premises owner

Foreign nationals/stateless persons who do not reside in the Academy dormitory/hotel shall be required to register for migration purposes for the duration of a multiple-entry visa at the place of their temporary stay (residence) with the local office of the migration department, on the territory of which the rented residential premises are located (grounds: Federal Law No. 109-ФЗ “On Migration Registration of Foreign Nationals and Stateless Persons in the Russian Federation”).

OBTAINING A REGISTRATION CARD

Your registration will be ready within 3 business days from the date of submission of the documents

In case of residing in the Academy dormitory/hotel facility, registration shall be issued by the passport officer. If you reside in a rented apartment, the registration shall be issued for you by the lessor.

Always carry the original registration on you.

Entry of foreign nationals into Russia

Information about the documents and procedures required for the entry of foreign nationals into Russia

Starting from June 30, 2025, foreign nationals entering Russia on a visa-free basis will be required to undergo digital registration on the Public Services RuID app at least 72 hours before arrival. In emergency cases (e.g., illness or death of a close relative), it is allowed to submit an application within a shorter period of four hours before arrival.

After submitting an application, the app will generate a special QR code. You are required to present it upon entry into Russia.

The new entry rules will apply to nationals of Azerbaijan, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Uzbekistan and other countries with which Russia has visa-free agreements in place.

In order for the code to be generated correctly, foreigners are asked to fill in their personal data in the user account on the Gosuslugi RuID app, upload a photo and indicate the duration of stay in the country. Furthermore, starting from June 30, all border points in Russia will require biometric data, such as a photo and fingerprints.

If 90 days have passed since the entry application was submitted and the foreigner has not entered Russia, the QR code shall be obtained again.

How to Get a QR code to Enter the Russian Federation: A Step-by-Step Guide.

  • Register on the Gosuslugi RuID app
  • Fill out your personal profile. Provide your details and upload a photo.
  • Fill out an electronic entry application. Specify the purpose and duration of your stay in Russia. This shall be done no later than three days before the expected date of entry.
  • Wait until the system generates a QR code. Take a screenshot just in case. Please mind that there may be issues with the Internet at the border point.
  • Present the QR code and your passport (or other authorized identity document) at the border.
  • Go through biometric procedures at entry; you will be asked to take a photograph and provide fingerprints.

Gosuslugi RuID users will be able to notify the Ministry of Internal Affairs online about a visit to Russia and obtain a voluntary health insurance policy (VHI) or a Russian SIM card.

Who does not need a QR code: Exceptions to the new rules.

The new QR code system will not affect several categories of foreigners who enter Russia without a visa. They include:

  • citizens of Belarus,
  • diplomats and their families, as well as heads of diplomatic missions and their relatives,
  • children younger than 6 years of age.

For children aged 6 to 18, the application shall be submitted by parents or guardians. In this case, the applicant shall hold a valid entry permit to Russia.

In addition, those who enter the country with a visa, temporary residence permit or permanent residence permit (Temporary Residence Permit for Educational Purposes, or TRPEP) do not need to obtain a QR code.

Foreign students, staff and employees

  1. Before arriving in Russia, foreign students and staff shall notify the host division (i.e., school or department) of the date of entry by email at least 10 days in advance. In response, a list of documents that need to be available for entry into Russia will be sent. Additional information about the place of residence will also be sent to those residing in the Academy dormitory.

  2. Please note that the availability of an insurance policy is mandatory for all foreign nationals staying in the territory of the Russian Federation (Article 27 of Federal Law No. 114-ФЗ dated August 15, 1996 “On the Procedure for Leaving the Russian Federation and Entering the Russian Federation”). The Academy, together with Absolut Insurance, has developed special programs for students of the Presidential Academy, including services for paid medical examination in accordance with Federal Law No. 274-ФЗ dated 01.07.2021 (for more information, see the Medical Examination and Fingerprinting). The insurance policy of Absolut Insurance and Capital Life guarantees free medical care at the Medical Center of the Presidential Academy (metro station Yugo-Zapadnaya, Academy campus, 7th academic building). You may purchase it online before entering the country.
  3. When crossing the border, foreign full-time and part-time students shall be required to fill out a migration card for with the “study” purpose of entering the country (except for nationals of Belarus). Indication of any other purpose of entry shall be a violation of the migration legislation of the Russian Federation.
  4. Foreign nationals arriving in the Russian Federation for the purpose of work shall fill out a migration card with the purpose of entry “work”

VISA EXTENSION

If you reside in the Academy's accommodation facilities, please contact the passport office.

If you reside outside the Academy or are an employee, please contact the International Development Office to extend your visa.

Document submission deadline

  • For students: no later than 30 business days before visa expiration
  • For employees: immediately upon arrival in the Russian Federation

The state fee for visa extension is RUB 1,920 (the amount of the state fee may vary, please inquire when submitting documents).

To clarify the full information and the list of documents for the extension of the study visa at the Ministry of Internal Affairs Main Administration, please contact the authorized representative of the Presidential Academy structural unit where you study/work.

Registration shall be extended upon the issuance of a new visa.

To extend registration after obtaining a new visa, you need to contact an authorized representative of the Presidential Academy structural unit where you study/work, or the local office of the Ministry of Internal Affairs of Russia at the place of actual residence with an approved set of documents for extending your registration.

After the migration registration, you will need to provide a copy of the registration to an authorized representative of the Presidential Academy structural unit where you study/work and to the International Development Directorate.

List of documents required for visa extension

  1. Passport (the validity period of which, at the time of presentation to the structural unit, shall not be less than 18 months; at least two blank pages intended for visas)
  2. Two copies of passport with its validity period
  3. Original and two copies of a single-entry or multiple-entry visa
  4. Completed visa application form (attach if available)
  5. Copy of the detachable part of the form for notification on the arrival of a foreign national at the place of arrival with the stamp of the migration department on migration registration
  6. Copy of migration card
  7. Extract from the order confirming the fact of studying at the Academy at the time of submission of documents
  8. Copy of the agreement or contract (commercial basis students), or referral of the Ministry of Science and Higher Education (budgetary basis students)
  9. Receipt of payment of the state fee for a multiple-entry visa
  10. Two photos (3×4) on matte paper (color or black and white)

DOCUMENT LOSS

Actions in case of loss of the migration card

A foreign national shall not stay in the territory of the Russian Federation for more than 3 days without a migration card. In case of loss of the migration card, immediately receive a duplicate.

What to do:

  1. Apply to any police department and write a statement of the loss of the migration card and a request for a duplicate
  2. Obtain a certificate from the police about the loss of your migration card
  3. Contact the authorized representative of the RANEPA structural unit where you study/work, or at the address of the local office of the Ministry of Internal Affairs of Russia in case of renting residential premises with a passport, a copy of the passport and a certificate
  4. Obtain a duplicate migration card
  5. It is necessary to re-register at the place of permanent residence within 3 business days. To do this, contact an authorized representative of the RANEPA structural unit where you study/work, or apply at the address of the local office of the Ministry of Internal Affairs of Russia in the case of renting residential premises

What to do in case of loss of the registration card

  1. Apply at the place of permanent registration (to an authorized representative of the RANEPA structural unit where you study/work, or at the address of the local office of the Ministry of Internal Affairs of Russia in the case of renting residential premises), providing the following documents: passport, copy of passport, migration card and copy of the migration card
  2. Obtain a duplicate registration at the place of permanent registration (from an authorized representative of the RANEPA structural unit where you study/work, or at the address of the local office of the Ministry of Internal Affairs of Russia in case of renting residential premises)
