In accordance with the decree of the President of the Russian Federation, HSHSU is implementing two professional development programs «A Human-Centered Approach in Public Administration» and «Public Administration in Identifying, Supporting, and Developing the Abilities and Talents of Children and Youth» for federal civil servants in the Socialist Republic of Vietnam.
Thirty-four internship participants have already completed pre-training at HSHSU and have begun studying international practices in Hanoi at the Ho Chi Minh Political Academy.
At the opening ceremony, Rector Alexey Komissarov noted:
«Today, Russian-Vietnamese cooperation has reached an unprecedented level. Cooperation in education, among other areas, provides a powerful impetus for its further deepening. The Presidential Academy prioritizes developing partnerships with the Ho Chi Minh Political Academy».
Ambassador Extraordinary and Plenipotentiary of Russia to Vietnam Gennady Bezdetko also attended the program's opening ceremony.
«The interaction between the Political Academy and the Presidential Academy serves as a shining example of cooperation between Russia and Vietnam in education and personnel training, the foundations of which were laid during the Soviet period».
The internship program includes lectures and field trips to relevant Vietnamese agencies and organizations: the Central Committee of the Communist Youth League, the Department for Control of Administrative Procedures of the Government Office, the Ministry of Internal Affairs of Vietnam, and other agencies.

Participants in the «Human-Centered Approach in Public Administration» and «Public Administration in Identifying, Supporting, and Developing the Abilities and Talents of Children and Youth» programs, who come to Hanoi, have a unique opportunity for professional dialogue. «This exchange of experience allows us not only to expand our horizons but also to find concrete, effective solutions that can be adapted and implemented into our management practices», – said Oleg Kondratenko, Director of the Presidential Academy's Graduate School of Public Management.
