Following a meeting with deputy heads of regions responsible for scientific and technological development (STD), Deputy Prime Minister Dmitry Chernyshenko gave instructions to designate the Presidential Academy as a methodological and organizational platform for the development of the institute of STD leaders in Russia. The event took place at the XI International Forum of Technological Development “TECHNOPROM-2024”.
Deputy Director of the GSPA (Graduate School of Public Administration) Natalya Garkusha presented at the meeting the results of the work of the Center for Training Leaders in Scientific and Technological Development (LSTD) for six months.
“The LSTD training center on the basis of the Presidential Academy has only existed for six months, but during this time a number of significant results have been achieved,” Natalya Garkusha opened her speech. A competency model for LSTD and teams has been formed; Competency assessment tools were created and 20 LSTD and their teams (104 people) were assessed; a methodology was developed and tested to assess the maturity of the scientific and technological progress management system; events were organized for pilot regions to develop state programs for scientific and technological progress of the regions.”
The model of professional and industry competencies and personal and managerial qualities, as well as the assessment methodology and tools, were tested in 20 pilot regions in the mode of validation and verification of results. Areas of professional development and the most useful educational tracks were identified. These include such competencies in the field of strategic management of the region's scientific and technological progress, such as forecasting tools, mechanisms for implementing scientific and technological policy, as well as intellectual capital management, tools and methods for managing programs and projects of the region's scientific and technological progress.
Dmitry Chernyshenko supported all the proposals of the Presidential Academy for the further development of the Institute of Leaders for Scientific and Technological Development: scaling the assessment of competencies to all regions. Agreed on the assessment of the maturity index of the scientific and technological progress management system on a regular basis and the need to develop methodological recommendations for the implementation and improvement of the scientific and technological progress institute.
Another important result of the work of the Academy’s Science and Technology Center is the development of a methodology for assessing the maturity index of the organization of the science and technology management system in the constituent entities of the Russian Federation. 76 regions took part in its testing. It is noteworthy that not only the pilot regions, but also the Volgograd, Novgorod and Orenburg regions were included in the top 20 leaders in overall points.
Dmitry Chernyshenko especially noted the assessment of the maturity index of the scientific and technological development management system of the constituent entities of the Russian Federation and its regular implementation by analogy with the operational rating of digital transformation leaders. The Deputy Prime Minister also proposed creating a program of educational tracks for leaders in scientific and technological progress for 2025.
“Classical programs are not suitable for training scientific and technological revolution leaders. Many colleagues have already completed serious management training programs; most of RNTR are highly qualified experts with extensive management experience, including at the federal level. Therefore, it is more important to create an environment for the exchange of best practices and cases of implementation of S&T policies in their regions. At the same time, scientific and technological progress leaders must become curators and customers of projects that, as part of their training, are developed by students of the program “Development of personnel management reserve in the field of science, technology and higher education”, implemented by the Presidential Academy together with NTU “Sirius”, with the supervision and active participation of the Ministry of Education and Science and Presidential Administration,” said Natalya Garkusha.
