Following the 2025 admission campaign, the Presidential Academy once again confirmed its status as the most popular higher education institution, receiving over 75,000 applications—a 20% increase from last year. For the third year in a row, the Academy has been the most sought-after university among applicants. The competition for state-funded places averaged 17.45 applicants per place. Of those admitted, over 550 were winners and runners-up of various Olympiads.
Academy Rector Alexey Komissarov noted that this year the Academy will include young people from 60 countries. "The 2025 admissions campaign has confirmed the Presidential Academy's status as the most in demand university in the country. I was particularly pleased that applicants came to us not only from Russia's regions but also from abroad: China, Turkey, Vietnam, Latvia, and other countries. This increased interest demonstrates the high level of trust in the Academy, its international standing, and the demand for its educational programs," he noted.
Under the Russian Government's quota, 280 foreign citizens were admitted to higher education programs at the Presidential Academy. Students will study both at the Moscow campus and at the Academy's branches: the Central Russian Institute of Management in Orel, the Volga Region Institute of Management in Saratov, the Northwestern Institute of Management in St. Petersburg, the Siberian Institute of Management in Novosibirsk, the Ural Institute of Management in Yekaterinburg, and the Far Eastern Institute of Management in Khabarovsk and others.
The Academy is developing bachelor's and master's degree programs with dual-degree programs in partnership with universities in Vietnam, Uzbekistan, and Kazakhstan. In 2025, the Presidential Academy held the first international "New Age of Public Administration" Olympiad in Bishkek and Tashkent. Fifteen winners became master's students at the Presidential Academy. These students enrolled in the following programs: public and municipal administration; law; international regional studies; international relations; economics; and management. The project will continue, but this time with regard to admission to undergraduate programs.
Each year, the Presidential Academy admits several hundred international students to undergraduate, specialist, master's, and doctoral programs. For many of them, Russian is not their native language. To help international students master the language, the Academy operates a preparatory faculty, which offers programs in Russian as a foreign language. This year, for the first time, 135 places were allocated for admission to the preparatory faculty under a quota. Students were enrolled at the Academy's Moscow campus, as well as at branches in St. Petersburg and Rostov-on-Don.
