The Academy and the Party School of the Central Committee of the Communist Party of China signed a memorandum of cooperation

A delegation from the Party School of the Central Committee of the Communist Party of China visited the Presidential Academy. The Chinese delegation and the Academy's leadership discussed prospects for cooperation and signed a memorandum of understanding, including mutual training for civil servants.

During the visit, Presidential Academy Rector Alexey Komissarov held talks with Li Yi, Vice President of the Party School of the Central Committee of the Communist Party of China.

Alexey Komissarov noted that the Presidential Academy is ready to serve as a platform for an educational internship module for Chinese civil servants in 2026 and is also interested in organizing training for Chinese civil servants at the Party School, holding joint conferences, and conducting research and development activities to train and retrain senior management personnel.

The Rector of the Presidential Academy also clarified that the Academy's experience in training civil servants and personnel reserves is in high demand in the post-Soviet space and the CIS countries. In 2026, the program is planned to expand its geographic reach to include training foreign citizens from non-CIS countries.

The Presidential Academy, with the assistance of the Embassy of the People's Republic of China, has already successfully organized two overseas internships for 70 Russian civil servants. Furthermore, a number of programs, such as "Global Digitalization," "Master of Business Administration," and "Global DBA," have been implemented for Chinese students from corporations and businesses, noted Alexey Komissarov.

The Chinese side noted similar plans by the educational institutions and accepted an invitation to the International Congress of Public Administration in 2026. At the same time, the Rector of the Presidential Academy was invited to visit the Party School.

"Our school places special emphasis on international cooperation and exchange. We welcome initiatives for joint personnel training, and the signed memorandum will strengthen our cooperation," emphasized Mr. Li Yi.

The parties signed a memorandum of understanding between the academies, discussed their accumulated experience in training civil servants, and noted a number of common objectives in this area.

The Central Party School is a leader in China in the training of management personnel. From 2007 to 2013, the School's rector was Chinese President Xi Jinping.
