The Mayors’ school at international level

The Presidential Academy for the first time organised “the Mayors’ school” for foreign public officials: 16 civil and municipal servants of the Kyrgyz Republic studied the use of modern technologies for cities management and development. Director of the State Agency for Civil Service and Local Government Affairs under the Cabinet of Ministers of the Kyrgyz Republic headed the delegation. The project implementation was supported by the Presidential Directorate for Interregional Relations and Cultural Contacts with Foreign Countries.

During the training, the participants considered key directions of municipal government and acquired the newest and best practices.

“The formation of a settlement system and territorial organisation of the economy that will contribute to achieving national security is the primary objective of spatial development in the Russian Federation today. During this module, we will analyse current trends, emerging challenges, and opportunities in spatial development, with a focus on the criteria for designating key settlements and the tasks of developing relevant infrastructure,” said Dmitry Degtyarev, the head of Department of Territorial Development Planning of the Ministry of Economic Development of the Russian Federation.

The Presidential Academy and the Jusup Abraknmanov academy of Public Administration under the President of the Kyrgyz Republic have signed an agreement on implementation of the joint program “New technologies for Managing the Development of a Modern City”.

Alexey Komissarov, rector of the Presidential academy, emphasised the significance of this initiative, “We have laid the foundation for productive cooperation with the Kyrgyz Republic, which makes this program particularly important for us. The primary mission of the Academy is to cultivate the country’s future elite – from undergraduate students willing to join public service to high leaders who have already proven their capabilities. Beyond theoretical training, the program incorporates practical components: participants visited the Government of Moscow to study its urban management practices and tested their skills in a city management simulator. Many of you seized the opportunity not only to engage with our faculty but also network closely with each other. You are always welcome at the Academy! I wish you fruitful work in contributing to Kyrgyzstan’s progress”.

The importance of the program was admitted by Kudaibergen Bazarbayev, the head of the State Agency for Civil Service and Local Government Affairs under the Cabinet of Ministers of the Kyrgyz Republic and program graduate, “The past week was very special for us. The knowledge we acquired was both practical and of exceptional quality. The future of Kyrgyzstan is in the arms of the presented mayors. For the last three years the Kyrgyz Republic is noted for its economic achievements and overall development. However, in order for these achievements to grow, we need to work hard and I believe that this knowledge will help us to establish prosperous development. Also, I would like to mention that this program was available only for the Russian mayors, and the exception you have made for us says a lot about deep trust and confidence between our countries.”

The program was developed by the experts of the Higher School of Public Administration within the framework of signed Memorandum of cooperation between the Presidential Academy and the State Agency for Civil Service and Local Government Affairs under the Cabinet of Ministers of the Kyrgyz Republic.
