International experts — rectors of the Presidential Academies and Prototype Academies of Partner Countries — participated in the plenary discussion of the Graduate School of Public Management «Integration as a mechanism of social, organizational and personal development».

Mr. Nguyen Ba Trien, Rector of the Academy of Public Administration at the Ho Chi Minh Political Academy, presented a report on the development of management thinking in the context of social and organizational change. Mr. Nguyen Ba Trien noted that management thinking determines the depth and sustainability of reforms, and innovation in this area is a key factor in long-term development.
Aigul Kalchakeeva, Rector of the Academy of Public Administration under the President of the Kyrgyz Republic named after Zh. Abdrakhmanov, in her report analyzed the governance experience of the founding fathers of the Kyrgyz Republic and noted the importance of enhancing the role of leadership and developing the effectiveness of the civil service.
Mercedes Delgado Fernandez, Rector of the Higher School for Training of State and Government Personnel of the Republic of Cuba, also spoke during the discussion. She presented a competency model for Cuban civil servants and discussed the qualities necessary for leaders, the code of ethics, and approaches to assessing Cuban managers.
Zhasur Salikhov, Rector of the Academy of Public Policy and Administration under the President of the Republic of Uzbekistan, presented a report on administrative reforms and their role in shaping the personality of a modern leader.
