On July 19, a discussion of modern trends and innovations was held as part of the 8th International Summer Campus, attended by President of the Republic of Tatarstan Rustam Minnikhanov and Rector of the Presidential Academy Vladimir Mau and moderated by RANEPA Vice-Rector Ivan Fedotov, Director of the Association of Innovative Regions (AIRR).

Ivan Fedotov introduced the speakers, noting that without them, the RANEPA Summer Campus project would never have taken place. Beginning his presentation with a discussion of trends, Vladimir Mau noted that they are easier to predict for 50 years than for a year or two; we are witnessing a sharp increase in technological uncertainty. “We begin living in a new way every few years,” the rector said. At the same time, to become successful in the modern world, one needs to be able to adapt, Vladimir Mau said.

The role of states is also changing now that they compete with each other based on the quality of public administration. The state should focus on the development of human capital and infrastructure, Vladimir Mau said adding that we have entered a world where there are no industry priorities, as was the case for many centuries.

Rustam Minnikhanov emphasized that he is very pleased with the innovative environment created in Tatarstan. At the moment, one of the key goals of the region is to attract investors. Over the past 15 years, most elements of modern infrastructure have been built in Tatarstan, he said, laying the foundation for inviting investors. As an example, he mentioned the Alabuga special economic zone (SEZ), whose revenue exceeds 90 billion rubles at present.

In the modern world, it is important to focus on young people, the regional head believes. He noted that young people have a much wider choice now. Young people can accept the job they are offered without second thought, because they can always change career path through retraining later. “Come to Tatarstan, all of you, and we will find you employment,” Rustam Minnikhanov told the participants at the end of his presentation.


The International Summer Campus of the Russian Presidential Academy of National Economy and Public Administration (RANEPA) is a unique annual educational project for best students of Russian and foreign universities. The Campus curriculum comprises lectures and interactive sessions with leading Russian and foreign academics, government employees and world-class business executives.
