Blockchain: Finance and Technologies Forum at RANEPA

On September 26, the Russian Presidential Academy of National Economy and Public Administration (RANEPA) hosted the 12th International Financial and Economic Forum, Blockchain: Finance and Technology, organized jointly with the Guild of Investment and Financial Analysts (GIFA).

Dean of the RANEPA Department of Finance and Banking (DFB), Doctor of Economics, Professor Seda Nasibyan greeted the participants. GIFA President, senior researcher at the Interdepartmental Laboratory of Financial and Economic Research of RANEPA DFB, Mikhail Vasilyev, spoke about the association.

RANEPA DFB Professor, Doctor of Economics Konstantin Korishchenko delivered a report, Cryptocurrency as a new paradigm of monetary relations. The expert suggested discussing what bitcoins are and whether they could replace conventional money.

Other prominent academics and business leaders spoke at the forum, as well as practitioners in regulating digital technology issues. After their reports, a discussion arose about how blockchains and cryptocurrencies should be categorized: as assets, intangible assets, quasi-securities or something else.

The reports aroused a discussion because government authorities in Russia are now in the course of decision-making about this technology. A number of foreign countries are already harmonizing their legislation in this area. The discussion will continue, including at weekly seminars RANEPA will hold from the middle of October.
