Digital traceability: new horizons for market management
On January 17, within the framework of the 10th Gaidar Forum, an expert discussion “Digital traceability: new horizons of digital public management of commodity markets and services markets” was held.
Oleg Vinichenko, the leading expert of the Digital Traceability Competence Center of the RANEPA, who moderated the discussion, updated the discussion: “Digital traceability issues are very relevant, and we are studying the effects of digital order on public administration.”
Viktor Gridnev, the head of the Information Technologies in Public Administration Center, followed him and, in particular, noted: “The task and direction of the digital order was to promote goods and services. Due to the fact that this is a priority, we are implementing three large-scale projects. The main direction is the competent implementation of the price turnover."
Digital traceability tools are actively being created and applied in Russia to control markets. The panelists discussed the problems and the concept of harmonization of existing and future information systems in the context of the holistic IT landscape of Russia and in the Eurasian Economic Community.
Business transparency is the basis and a prerequisite for creation and operation of modern intelligent services, for formation and adoption of public administrative decisions in different markets, including in the oversight function, the discussion panel mentioned.
Experts raised issues of harmonization of traceability systems in Russia and in the EAEU space and the implementation of intelligent managerial decision-making systems.
Alexander Yegorichev, Head of the Office of Cameral Control of the Federal Tax Service, assessed the prospects: “Indeed, the federal public service already has extensive experience of working with systems that analyze large amounts of data. Next year we have several challenges, which we plan to implement in a short time.”
Development of cross-cutting technologies and the Internet of Things technologies allows to retrieve additional datasets in different aspects (production, logistics, distribution, sales), which can be applied in state systems of digital traceability and control, the discussion concluded.
