For the first time in RANEPA, a graduate student defended her thesis under the double degree system with the Côte d'Azur University

The defense was held under the system of joint scientific guidance for the degree of "candidate of sciences" and "PhD" (cotutelle). The graduate student Valentina Teslenko presented her work first in Russia and then in France.

The PhD defense took place in an online format. " Edward Lawrence, professor emeritus of economic sciences at the Côte d'Azur University, was the chairman of the jury. Elena Ponomarenko, Director of the Russian-French Center of IPACS RANEPA, was a member of the jury. I answered the questions and comments from the experts. In general, the procedure was similar to the RANEPA defense format", - said Valentina Teslenko.

The possibility of joint scientific guidance (cotutelle) became available thanks to the agreement between the Russian-French Center for Education and Consulting of IGSU RANEPA and the Côte d'Azur University.

Elena Svinarenko, Director of the RANEPA Center for Russian-French Cooperation, noted: "We had a significant event: for the first time a member of the Presidential Academy defended the double postgraduate degree in Russia and France. It is a complicated international procedure. Valentina Teslenko proved that the will and persistence always bring success in achieving the goal, and I congratulate her from the bottom of my heart on her successful defense. I am sure that the example of our colleague from the Academy will be an inspiration for other researchers and will serve to strengthen our international relations. 

"I went to the Côte d'Azur University to get my French degree," Valentina Teslenko says. "This difficult process was a real challenge for me. And I am very grateful to my advisor Roman Melnikov and Elena Ponomarenko, director of the Russian-French Center at IPACS, whose support I felt from the day I was admitted until the day I defended my thesis."

The international significance of the thesis on "Educational capital as a factor of innovative development of the Russian economy" is noted by Valentina Teslenko's supervisor from the Russian side, Professor of the Department of State Economic Regulation at IPACS Roman Melnikov: "Measurement of educational capital requires the use of a comprehensive system of indicators, very clearly presented in Valentina Teslenko's work. The Russian economy is characterized by significant inter-regional differences. The data presented by Valentina provide a unique opportunity to study the impact of educational capital on innovation activity in a very heterogeneous environment, which determines the interest of the international research community."

Valentina Teslenko's assessment of the effectiveness of educational policy measures allowed her to formulate her recommendations on improving the mechanisms of state support for universities with different specializations, the introduction of "industrial postgraduate education," which provides for the active participation of high-tech companies in training graduate students, as well as scaling the model of dual secondary vocational education in the regions.

"The results of the study are of interest both to the authorities that form and implement educational and innovation policy, and to young people designing their future educational and career trajectories," Roman Melnikov emphasized.

On the French side, Valentina Teslenko was supervised by Damien Bazin, Associate Professor at the Côte d'Azur University (GREDEG laboratory). The reviewers were French experts on the Russian economy: Jacques Sapir, a well-known economist and researcher at the EHESS, and Thierry Pouch, a researcher at the REGARDS Laboratory of the University of Reims Champagne-Ardenne.
