Gaidar Forum experts consider competencies needed by CIS civil servants
On January 17, the second day of 2018 Gaidar Forum, rectors of the CIS state academies of public administration, vice-rectors and directors of the institutes and schools that are participating of those academies discussed what competencies CIS civil servants needed. During the discussion, the participants proposed formats for experience exchange in the training of the public sector personnel, which is a promising area for the development of international cooperation and modern educational programs.
The moderators, RANEPA Vice-Rector Andrei Margolin, Rector of the Academy of Public Administration under the President of Uzbekistan Rustam Kasimov, and Chairman of the Steering Committee of the Regional Hub for Civil Service in Astana Alikhan Baimenov, noted that it is not always clear what competencies are needed. Therefore, the priority is to train quality specialists in the unique conditions of each of our countries.
The first speaker, Rector of the Academy of Public Administration under the President of Kyrgyzstan Almaz Nasyrov, outlined the framework for defining the competencies needed and called for real action. “The government should be oriented on the people and their needs, and should quickly respond to emerging trends. This will create an effective model of public administration,” the speaker said.
Mr Margolin went on to propose the idea of a CIS network academy for training personnel for public administration. He listed called five groups of competencies of civil servants: ethics and values, strategic thinking, effective management skills, resource management, organization of external and internal communication. The key goals of the network academy should be to ensure regional security and stability, to manage joint projects and programs, and protect the environment, he said. At the end of his presentation, the expert spoke about plans for the near future, primarily to organize thematic conferences on the groups of required competencies or on priority areas of training of civil servants.
Rector of the Academy of Public Administration under the President of Kazakhstan Fatima Zhakypova also spoke about the areas of training of future civil servants (30% of theory and 70% of practice), as well as the principles of training. It is necessary to innovate to remain competitive, she noted.
Rector of the Institute of Public Administration under the President of Tajikistan Lutfiya Abdulkholikzoda stressed that training qualified civil servants is among priorities in Tajikistan, as well as in other CIS countries.
The organizers include the Presidential Academy of National Economy and Public Administration (RANEPA), the Gaidar Institute for Economic Policy (Gaidar Institute) and the Association of Innovative Regions of Russia (AIRR).
