Gaidar Forum experts to discuss innovations and demographics in Russian regions

Regional issues will be among the highlights at the 10th Gaidar Forum, which will be held at the Presidential Academy on January 15-17, 2019.

On the first day of the forum, January 15, the Ranking of Innovative Regions of Russia will be presented. The Association of Innovative Regions of Russia (AIRR) developed its ranking in 2012 in cooperation with the Ministry of Economic Development. The methodology relies on quantitative indicators, not expert assessments, which makes it objective and reasonable; leaders are identified in each category depending on the strengths and weaknesses of each region’s development.

The keynote report will be presented by AIRR Project Manager Roza Semyonova. AIRR, RANEPA and the Interfax group will also take part in the session High-Tech Business in Russian Regions on the same day, where they will present the annual national report on the development of high-tech business in Russian regions.

The research uses a system of indicators that take into account the conditions for the development of technological entrepreneurship as well as high-tech development results in Russian regions. These indicators give an idea of where it is profitable to do business and what regions are more successful in it, and evaluate the contribution of technological entrepreneurship to GRP, jobs and regional revenues. The report shows the annual dynamics of high-tech industries’ development in Russian regions, which is highly important for making informed political decisions. The keynote reports will be made by Vera Barinova, Head of RANEPA Center for Corporate Strategies and Firm Behavior, and Stepan Zemtsov, Senior Research Fellow at RANEPA.

The discussion of regional issues will continue on the second day of the forum. The Russian Regions on the Demographic World Map expert discussion will take place on January 16. The demographics differ so much across the Russian regions that the differences between some of them are comparable with differences between the least and most developed countries. For instance, the male life expectancy at birth is about 65 years in Moscow, Ingush Republic, Republic of Dagestan and St. Petersburg and is at the level of Australia, Taiwan, and Germany. At the same time, the Nenets Autonomous Area, the Republic of Tuva, the Magadan Region and the Chukotka Autonomous Area are at the level of Sierra Leone, Nigeria, and Ivory Coast by that indicator.

The Human Life Indicator (HLI) in Russian regions will be presented for the first time. The HLI serves as Human Development Index alternative but is cleared from many of the former’s defects and difficulties for comparison and valuation. The HLI takes into account lifetime inequality.

The session participants will have a chance to compare the Russia’s regions’ demographics with various countries. The report is based on the Russian Demographic Data Sheet of 2019, the result of joint work of RANEPA, Rosstat and the International Institute for Applied Systems Analysis (IIASA). It contains information about the current demographic situation as well as the scenario forecasts by region up to 2050. Both traditional demographic indicators and a number of the newest demographic indicators, calculated for Russia (such as “old-age threshold", prospective demographic burden, etc.) are reflected in this sheet. Representatives from federal ministries and regional authorities, experts and non-profit organizations will take part in the discussion moderated by Sergei Scherbov, Head of RANEPA International Laboratory of Demography and Human Capital.
