How does RANEPA teach lawyers engaged in national security? RANEPA ILNS explains
We continue telling you about the unique educational programs of the Presidential Academy. Today the Institute of Law and National Security (ILNS) of the Russian Academy of National Economy and Public Administration (RANEPA) presents the "Legal Support of National Security" specialist program.
— What is unique about the Legal Support of National Security (LSNS) specialty?
- The LSNS specialty is taught at the Faculty of Law named after M.M. Speransky of RANEPA ILNS and provides opportunities for targeted training in four specializations: public law; civil law; criminal law; and international law.
Such specialist qualification means the right to hold any position in the civil service. Besides, our graduates can apply their knowledge and skills in law enforcement agencies and the judiciary, local authorities, the legal profession, notaries, in government agencies and enterprises, in commercial and non-profit organizations, in political parties, as well as in public organizations of various organizational and legal forms, including those implementing public-private partnership.
— What exactly will they teach me on this course?
— In addition to qualitative competencies in law and legal support of national security, the students learn how to analytically assess the level of national security and develop legal means to counter challenges and threats.
The public law specialization provides the necessary competencies for civil service, including those related to national security issues.
The civil law specialization serves as the basis for the training of lawyers engaged in private security.
The international law specialization is aimed at training international security lawyers.
The criminal law specialization is aimed at training lawyers specializing in countering criminal threats to national security.
In addition to the traditional academic disciplines for lawyers — civil law, criminal law, administrative law and others — the main disciplines of the LSNS programs include such special disciplines as: the legal foundations of countering terrorism and extremism; the legal foundations of economic security; the legal foundations of information security and others.
— What will be the title in the diploma?
— The graduates are awarded the "lawyer" qualification. This qualification and the LSNS major are indicated in the diploma.
— Who are the teachers? How is the training organized?
- The curriculum includes relevant special courses designed to meet the requirements of employers and reflect current trends in national security. The classes are held in specialized classrooms: courtroom, forensic laboratory, language laboratories.
For the internship the trainees are sent to the federal and regional state authorities, local self-government bodies, as well as the courts, internal affairs and prosecutor's offices, central and regional ministries and departments.
The faculty consists not only of academic professors, but also of practicing lawyers, government and municipal officials, and national security professionals.
— What are the employment prospects?
- The Law Faculty named after M.M. Speransky of RANEPA ILNS has an extensive partner base of organizations, where the students get practical training and internships with the possibility of future employment, including: the Apparatuses of the State Duma, Federation Council of the Federal Assembly of the Russian Federation, Human Rights Ombudsman, political parties, trade unions; Government of Moscow and other Russian regions; Ministry of Justice, Ministry of Internal Affairs, Moscow Bailiff Service, Ministry of Economic Development, other ministries and departments; Federal Tax Service, Prosecutor's Office, Investigation Committee, Economic Security Department, Judicial Department, Arbitration Courts, Notary Chambers. The graduates of the specialty are welcome in election commissions, state control and supervision bodies, in structures of commissioners for human rights.
These entities typically provide their employees not only a competitive salary, but also a good social package with various benefits and compensation.
— How do I get into the program?
— Three USEs are required for admission: social studies, Russian language + optionally: history or foreign language. Training is in full-time form. The admission is on budgetary places and places under the contract.
