Innovations into Healthcare as a Way of Life Quality Improvement (VIDEO)
On the second day of the Gaidar Forum, on January 16, 2019, the expert discussion on Public Health Economic Dimensions was held. Its participants discussed the objectives of modern healthcare, topical issues to be addressed in the near future and implementation of the innovative personalized medicine technologies. Special attention was paid to the economic dimensions of building-up a new model for patients’ and professional medical participants’ liaising.
Vladimir Nazarov, Director of the Finance Research Institute at the Ministry of Finance of Russia, acted as the discussion moderator. Oleg Salagay, Deputy Minister of Healthcare of the Russian Federation, Leonid Pechatnikov, Dean of the Faculty of Management in Medicine and Healthcare, Alexey Repik, President, the All-Russian Public Organization “Delovaya Rossiya”, João Breda, Head of WHO European Office, and Anna Federmesser, founder of the Vera Hospice Charity Fund, took part in the discussion.
Vladimir Nazarov opened the discussion by the report on the main directions of the Russian healthcare system development. “The national project includes very ambitious objectives of achieving the natural population growth and increase in the life duration of residents,” the expert said. “To reach these objectives we will have to move on a stage-by-stage basis in order to implement the healthcare development factors, the key of which being the greater healthcare affordability, death rate reduction and establishment of the patient rights’ protection system.”
The discussion was continued by Oleg Salagay who focused on the shaping of the environment encouraging a person to lead a healthy lifestyle. “We must not forget about what a person can do by themselves. In turn, the state, by promoting public health improvement, implements a number of projects that include several packages of ideas: it is the shaping of a new medical prevention system, the expansion of the regulatory and legal framework, integration of the public health topic into the municipal space topic,” the expert designated. “Moscow is a very good example where we managed to combine not only interesting organizational steps but also the public health related solutions.”
Alexey Kulikov, External Relations Officer at the Secretariat of the United Nations Inter-Agency Task Force on the Prevention and Control of Non-Communicable Diseases, spoke on the advantageous of investments in public health. By referring to a series of joint studies held by the Russian Ministry for Economy and Russian Healthcare Ministry, the expert spoke that health is a highly profitable economic sector. “We see that investments in healthcare open up the new opportunities, both for economy and for development of the countries, and the comprehensive approach is a principal sustainable development tool,” – Kulikov noted.
At the end of the discussion, the participants shared the opinion that a normal and healthy national economy cannot exist unless people are sure that the state is able to secure their high life quality.
