One of the IX Gaidar Forum key topic is efficient budget expenditure and efficient public administration
Open dialogue “Efficient budget expenditure as a mirror of efficient public administration” was held on the first day of the IX Gaidar Forum. The moderator was Andrey Makarov, Chairman of the Committee on Budget Issues and Taxes, State Duma of the Russian Federation.
During the discussion experts offered ways to decrease budget expenditures and gave recommendations on improvement of public administration efficiency. Speakers agreed that it was necessary to make control over budget expenditures stricter. One of the biggest problems of public administration is its structure having many stages. There are 53 ministries and bodies supervising budget expenditures on the federal level. It makes their responsibilities less understandable.
The key reports were presented by Tatyana Golikova, the Chairman of Accounts Chamber of the Russian Federation and Anton Siluanov, the Minister of Finance of the Russian Federation.
Tatyana Golikova marked out that in 2017 the Federation subjects were given 113 federal powers. At the same time, a tendency to convey power to municipal bodies appeared in regions. “This tendency leads to the loss of transparency in functioning of powers, especially concerning budget funds. In 2012-1016 regions received more than 1,5 trillion as subventions, including 330 mlrd rubles on power conveyance. Monitoring conducted in this period showed that subventions from federal budget are not enough and in a number of cases, which results in additional expenditures of the subjects. It is determined by federal budget”, - specified the Chairman of Accounts Chamber.
Tatyana Golikova offered to convey these powers to regions permanently. It will help to spare budget funds by reducing the quantity of administrative personnel controlling these powers.
The theme of powers exchange between regions and federal bodies was offered for a discussion to the heads of regions. The governors voted for the conveyance of powers to regions in spheres of healthcare, preservation and use of forests and animals, allocation of compensation and other payments. Payments for unemployed and redistribution of a region revenue part in favor of the RF was offered to be given to federal bodies to control.
The Chairman of Accounts Chamber also touched upon the topic of administrative personnel salaries. The expert underlined that there is a considerable disproportion – specialists of the same category may get different salary. “It is necessary to change the structure of salaries by increase in one of their parts – in guaranteed payments, and by creation of a link between salaries and personnel efficiency”, - said Golikova. At the same time the speaker is sure that the system will not work without improvement in personnel certification.
One of the most announcements by Tatyana Golikova was offer to unite three non-state funds – Social Insurance Fund, Federal Fund for Obligatory Medical Insurance and Retirement Fund of Russia – into state non-budget fund. Today 143,8 mlrd rubles from Salaries Fund is spent on more than 150 thousand people working with non-budget funds.
“We take a risk to offer for a discussion of creation of a united organizational structure – a united state non-budget fund uniting all these funds. Taking into account the experience of the majority of such institutions, a united fund of obligatory social insurance must be a unique administrative body, being not state, but public-controlled. It will create an opportunity to develop absolutely new type of social insurance fund created on basis of social partnership, increase transparency in its functioning, and will ensure high level of public trust”, - said the representative of Accounts Chamber.
In his report Anton Silyanov underlined that it is very important to create a system of administration, which requires less resources. The speaker marked out “the creation of an administrative decision making and completing system” as one of the most important tasks. “Each member of stuff must have a sound mechanism of goal-setting. These goals must include everything - from high-level ones to program indicators, gradually reaching programs of a certain body”, - the minister concluded.
