RANEPA IPACS awards diplomas to graduates of the master's program, Public and Municipal Administration System

RANEPA Institute of Public Administration and Civil Service (IPACS) has awarded diplomas to 80 graduates of the Public and Municipal Administration System program in a masters’ graduation ceremony. The new masters joined the Academy in 2019.

The program rolls out high-class professionals for federal and regional authorities and targets incumbent civil servants in middle and senior executive positions. Along with fostering the expansion of their managerial, economic and humanitarian expertise, the program provides significant legal training. Graduates are proficient in applying regulatory legal acts, appraising documents (including anti-corruption evaluation), and developing administrative regulations for state and municipal administration, as well as have other important competencies modern managers need.

Greeting the participants, IPACS Acting Director Ruslan Korchagin expressed confidence that the school’s key master's program will help its graduates to properly represent the Presidential Academy in Russia’s public administration system. “By joint efforts, we will fulfill the tasks set by Russia, the President and life itself in this difficult time. I hope that you will use your new expertise while dealing with your responsibilities in your important government posts,” he said.

Yelena Beshkinskaya, Dean of the IPACS Public and Municipal Administration Department, congratulated the graduates on the successful completion of the degree course, which prepared them to perform complex managerial tasks, but warned them against resting on their laurels. She advised them to continue learning to keep up with the time, adding that her department has officially decided to provide alumni with consulting and support for a year after graduation.

State Duma deputy Andrei Gurulev, graduate of the IPACS program, said he had always been confident in the high level of training provided by the Presidential Academy. “This school delivers truly in-depth knowledge that helps achieve highly ambitious goals,” he stressed. “I would like to wish its professors strength and patience in training administrators who will lead our country to prosperity.”

Program Director Igor Gudkov congratulated the graduates on obtaining the Master of Public and Municipal Administration qualifications, emphasizing that the program’s leading positions on national and international rankings confirm the effectiveness of the course, its methods and technologies. “Our graduates include many current state leaders, and we are confident that you will make use of your new expertise to your best professional advantage, and will implement research-driven projects concerning state and municipal administration,” he added.
