The Academy provides training to public servants from the Vietnamese Government
For the first time, at the Higher School of Public Administration, a program for medium- and top-rank specialists and managers is delivered for the government of the Socialist Republic of Vietnam.
17 public servants from Vietnam will be trained under program Public Administration System in the Russian Federation at the Presidential Academy. The program was opened by Olga Udovichenko, Vice Dean, the Higher School of Public Administration, RANEPA; and Svetlana Tarasova, Deputy Director, International Development Department, RANEPA.
“This is the first time for the Higher School of Public Administration to receive public servants from Vietnam. The program is intended to tell its participants about the best practices of public administration in Russia: from digital transformation and national projects to modern technologies of selection and evaluation of senior executives. This program shall raise the profile of the Higher School of Public Administration at the Presidential Academy among leading international educational centers and shall contribute to further strengthening of cooperation in education between Russia and Vietnam,” Alexandra Konysheva, Director, the Center for International Project Development, the Higher School of Public Administration, RANEPA, noted.
During the training, attendees of program Public Administration System in the Russian Federation will learn technologies of selection and development of senior executives in Russia and major areas to implement information technologies in public service. Attendees will be able to adopt the Russian experience in digital transformation of public administration in the Analytical Center at the Government of the Russian Federation and will study methods to train leaders in modern conditions.
The program shall be continued in Saint Petersburg, where participants will attend a lecture on the Russian local self-government at the North-West Institute of Management, Branch of RANEPA, and will visit the Committee for Local Self-Government, Interethnic and Interconfessional Relations in the Leningrad Region.
In May 2019, shaping of single educational space of Russia and Vietnam began. After Vladimir Mau, Rector of RANEPA, headed the Russian delegation at the First Forum of Rectors of Russian and Vietnamese Universities in Hanoi, Vietnamese participants showed active interest in educational programs of the Academy and the Higher School of Public Administration
The Presidential Academy has cooperation agreements with the Ho Chi Minh National Academy of Politics, the Hanoi Law University and the National Academy of Public Administration (NAPA). The total of about 1000 citizens of Vietnam were trained at the Presidential Academy (since the Academy of Social Sciences at the Central Committee of the Communist Party of the Soviet Union). One of its graduates is Nguyễn Phú Trọng, the President of Vietnam and the General Secretary of the Central Committee of the Communist Party of Vietnam. Currently, 6000 Vietnamese students are trained in Russia and more than 70 Russian higher education institutions cooperate with Vietnam.
