The cryptoeconomics development path in Russia (VIDEO)
On the second day of the Gaidar Forum, experts paid attention to cryptoassets, transactions, the rise and fall of the ICO. The speakers reviewed international economic standards and trends in their application in Russia.
Tatyana Valovaya, Minister of the Board on Integration and Macroeconomics of the Eurasian Economic Commission, expressed the view that the main risk of cryptocurrencies dissemination is associated with money laundering in developed countries. But from the point of view of the Eurasian Economic Union, for the purpose of the single economic space preservation, the most important risk is the discrepancy in regulation. Chairman of the State Duma Committee on Financial Markets, Anatoly Aksakov, agreed with her and referred to the bill that describes financial assets. The experts examined the possibility of tracking the cryptocurrency transaction chain. Alexey Moiseev, Deputy Minister of Finance of Russia, noted that this is possible, but much depends on the anonymity of the transaction.
Moderator of the session, Antonina Levashenko, head of the Russian Center for Competence and Analysis of OECD standards, RANEPA , asked the experts: “Could taxes be levied on transactions with cryptoassets?”
Vladimir Nazarov, director of the Research Financial Institute of Russia, replied that they could, but it all depends on the types of transactions. With the introduction of such technologies, the issue of control always rises. The panelists unanimously noted that the founder of cryptoassets control (accounting) is Belarus. This state was the first to introduce such regulation. In addition, the speakers looked deeper into the issues of ICO growth and decline. They discussed what hinders the development of cryptobusiness in Russia.
Iota Kaousar Nassr, an OECD expert on the regulation of cryptoeconomics, shared the decisions of the International Organization for Economic Development and presented the results of the analysis based on the experience of other countries.
