The Gaidar Forum discussed the use of artificial intelligence within the state

During the discussion, such issues as the use of artificial intelligence (AI) in public administration, the role of the state in the development of AI, methods of regulation in the use of AI were discussed.
Alexander Krainov began the discussion with the reality and myths of artificial intelligence. “The biggest myth about AI is that there is such a mega-mind that decides everything in the world. But artificial intelligence is a certain set of methods that can be applied to different tasks,” the expert says. He also emphasized that AI is not a fundamentally new technology, it has long been used in various areas of our life, for example, in search engines and unmanned vehicles. If we take Russia, then its position in science is weaker than it should be, but we have high-quality products based on AI, which are valued in the world.
Grigory Asmolov named 4 models of interaction between the state and those who develop AI: passive, driver, regulator, “the state that creates opportunities”. He paid attention to the issue of cyber pessimists and cyber pragmatists and concluded that an environment should be created that contributes to the perception of optimistic information.
Experts also identified such problems as a lack of highly qualified personnel in the field of AI and lack of customer skills. Participants discussed the legal issue of artificial intelligence using. There is an opinion that there are problems that cannot be resolved with the help of the law, but in fact you can find answers to any questions, and even in the case of AI. Alexey Ivanov emphasized that if we create a legal or social system, we lay down the value parameters that AI will not comply with.
Oleg Fomichev noted the functions of artificial intelligence within the state. “AI should be used not to replace the workforce of state administration, but to solve those tasks that a human being is not able to solve,” the expert says. At the first stage, the AI should perform an expert function, and the man should make decisions.
At the end of the discussion, the speakers came to the conclusion that in the globally the competitiveness of large corporations is ensured by the use of new AI-based technologies. In addition, participants highlighted the problem of uneven informatization.
