Transformation of Education and Health Care: Results of the First Day of the Gaidar Forum "Russia and the World: Priorities

On January 13, 2022 the first day of the 2022 Gaidar Forum "Russia and the World: Priorities" ended, which included over 40 expert sessions. The Forum traditionally set the business agenda of the year in Russia. It brought together the world's leading experts in healthcare, education, economics and finance, heads of public authorities, representatives of the Russian and global business elite and public institutions.

Russian President Vladimir Putin sent a written greeting to the participants, organizers and guests of the 2022 Gaidar Forum. In his address he noted: "Last year we generally managed to overcome the economic consequences of the pandemic, restore employment, and ensure budget balance. Today it is important not only to consolidate these achievements, but also to analyze in detail the new trends that have emerged recently in business, science, education, healthcare and other spheres. Taking them into account is in the interests of sustainable development of the country and improving the quality of life of citizens."

The forum is supported by the Government of the Russian Federation. The event opened with the address of the Prime Minister of the Russian Federation Mikhail Mishustin. He emphasized that the business year in Russia is traditionally opened at the Presidential Academy, and that the forum sets a high bar for the discussion of current problems of our country's socio-economic development.

Rebooting the healthcare system

Healthcare was one of the key topics of the first day of the Gaidar Forum. The pandemic has greatly affected the lives of Russians and their attitude towards their own health. The situation that has developed over the past few years called for measures to update and transform the Russian healthcare system. Key challenges and technological breakthroughs of recent years became the main topics of the discussion " Rethinking the national healthcare system", where the Deputy of the State Duma of the Federal Assembly of the Russian Federation Airat Farrakhov, the Head physician of the City Clinical Hospital No. 40 Denis Protsenko, the President of MedInvestGroup Sergey Notov, the Governor of Ivanovo region Stanislav Voskresensky, the Governor of Perm territory Dmitry Makhonin and the Head of the Republic of Bashkortostan Radiy Khabirov took part. The experts pointed out that the healthcare system needs tools that will really help make medicine accessible and improve the quality of patient care.

The topic of citizens' health, the pandemic and adaptation to the conditions of the "new normal" continued during the expert session "Lessons of the pandemic: homework for regions", where the Minister of Health of the Russian Federation Mikhail Murashko and heads of the country's regions spoke. The experts discussed the plans to provide the population with quality medical assistance and approaches to the issues of interest protection and social support of medical workers. Summarizing the session, Mikhail Murashko noted that it is important for local authorities to maintain the economy and social life, but everyone is also responsible for ensuring the safety of the population in the field of health care.

Transformation of the educational system, and motivation to study

The future of the national education system - one of the most important tools to respond to new challenges - was discussed by Anzor Muzaev, Head of the Federal Service for Supervision in Education and Science, Andrey Fursenko, Aide to the President of the Russian Federation, Elena Shmeleva, Chairman of the Board of the Sirius federal territory, and Sergey Myasoedov, Vice Rector, Director of the RANEPA Institute of Business Studies. The experts came to the conclusion that, despite the evolution and growth of innovation in education, it should maintain a reasonable amount of conservatism, allowing to preserve the cultural code and pass it on to the next generations. In addition, the experts emphasized the importance of equal opportunities for every child in terms of access to quality education and talent development. To allow young people to succeed in life, to self-actualize, to get an opportunity to climb the social ladder, while remaining happy members of society - this is what the experts see as the key goal of education.

Speaking about the topic of professional education, Rector of the Presidential Academy Vladimir Mau noted that the 21st century has seen significant changes in education: "The key trend in the development of professional education, as well as other sectors of human capital, is the transition from product-centeredness to human-centeredness. The process of education should be focused on the living person, not on performing a certain function, just as in health care it is necessary to treat a specific person, not an abstract disease. The effectiveness of learning always depends on the qualities of the individual, their motivation and interests, which have developed in a certain way up to this point, but may change over the course of life, and this must be taken into account."

In addition, there has been a significant shift in the perception of education - the modern generation perceives it as an investment in oneself, rather than an obligation. In turn, Deputy Minister of Science and Higher Education Dmitry Afanasiev noted that the task of the university is to create an environment where there is room not only for fundamental knowledge, but also for the choice of the entrant.

Russian market successes, the transition to a green economy, and import substitution

This year's significant event was the 30th anniversary of the Russian market. Within the framework of the Forum, Alexey Kudrin, Chairman of the Accounts Chamber of the Russian Federation, Alexey Repik, Chairman of the All-Russian Public Organization "Business Russia" and Chairman of the R-Pharm Group's Board of Directors, as well as Alexander Shokhin, President of the Russian Union of Industrialists and Entrepreneurs recalled the history of the domestic market success.

Minister of Industry and Trade of the Russian Federation Denis Manturov, General Director of Transmashholding JSC Kirill Lipa and Chairman of the Committee on Industry and Trade of the State Duma of the Federal Assembly of the Russian Federation Vladimir Gutenev talked about the priorities of international cooperation and export. One of the key topics of the discussion was import substitution, which enabled the effective implementation of the National Project "International Cooperation and Export". According to Denis Manturov, the state support of domestic enterprises provided them with about one fifth of non-resource non-energy exports, and the growth in agriculture and industry in 2021 was 15% and 30% respectively. At the same time, the experts added that Russia managed to make significant progress in exports and cooperation in the previous year.

The role of investment partnerships during the pandemic was discussed at the Gaidar Forum by Vladimir Mau, Rector of the Presidential Academy, and Kirill Dmitriev, CEO of the Russian Direct Investment Fund (RDIF). Vladimir Mau discussed the connection between the government and investments: "The government's role in the economy has increased and decreased from time to time over the past 200 years, but it has always been tied to investments and the support of strategic development priorities through investments. Today, the role of the state is increasing again, including its investment role. We can say that private investment is more efficient and dynamic, but in most countries in recent years there has been a significant lag in the share of investment from the share of savings in GDP. Technology is changing rapidly, the world is becoming less predictable, and private business is often not ready to take the associated risks. In this situation, the state can act as an investor of last resort. Of course, the quality of the investment process carried out by the state is very important, and sovereign wealth funds play a key role here."


Adaptability as the key to a successful future

One of the most important skills for successful self-realization in the modern world is the ability to adapt to rapidly changing conditions. The President and Chairman of the Executive Board of Sberbank Herman Gref, as well as a hero of the Russian Federation, astronaut Sergey Ryazansky and Director of the RANEPA School of Anthropology of the Future Alexander Asmolov highlighted the main points of support in conditions of rapid change. Among them, experts included confidence in themselves and their team, as well as psychological resilience. At the same time it was noted that, although you can never be 100% ready for unexpected situations, it is important to maintain a rational approach and analyze your actions.


Priorities for the development of the housing and utilities services

Deputy Prime Minister Marat Khusnullin touched upon the topic of housing and social infrastructure development in his conversation with the Director of the Association of Innovative Regions of Russia Ivan Fedotov. "We have very serious plans, and so far we manage to implement them, we built more than 90 million square meters last year. We want to link it with the programs of transport infrastructure and population mobility development," Deputy Prime Minister noted. During the expert dialogue he also said that one of the objectives will be the annual improvement of housing conditions for at least 5 million families in Russia through the sale and purchase of housing, repairs and mortgages.

During the first day, the Gaidar Forum experts also discussed priorities for the development of the construction and housing and utilities sectors, the prospects for Big Data and "cloud capitalism" in Russia, budget federalism, the principles of public service of the future, quality of life in Russian cities, the national gastronomic map, social entrepreneurship, new trends in business education and a number of other topics.

The Gaidar Forum will continue its work today, on January 14th. The second day of the Forum will be devoted to such topics as: macroeconomic priorities of the country, development of private and public education, building of a digital state, priorities of the tax system, etc. In addition, the finals of the Digital Summit competition will be held all day long at the Presidential Academy.
