Transport interchange hubs: a factor in the country’s development
On January 17, within the anniversary Gaidar Forum, an expert discussion was held on Integration as Sustainable Development Strategy of the Urban Environment, where major tasks and factors of comprehensive integration of territories were considered.
Moderator of the discussion Elena Ivankina, Professor of the Department of Real Estate and Housing and Utilities Infrastructure Management, RANEPA, invited the participants to tell about conditions that, according to them, will ensure successful integration process of cities.
The discussion began with the report by Alexander Kollontay, Deputy Director, State Unitary Enterprise Research and Development Institute for the Master Plan of Moscow, who told about the integration of mentality into the urban space. The need to diversify dimensions of urban structures and personify districts through referring to their unique history, was mentioned by the participant of the discussion as a measure to create favorable climate of the urban environment.
The speakers concurred that the further design of transport interchange points is a significant step toward integration of territories.
Kirill Kornilin, Deputy Head, Speed and High Speed Transport Organization Center, Russian Railways OJSC, told about the development prospects of high speed trunk lines in Russia. Within the program, more than 80 transport interchange hubs shall appear until 2030: ‘We are considering construction of 88 transport interchange hubs in adjacent territories. These are the high speed trunk lines, such as Moscow — Kazan, Kazan — Ekaterinburg, Moscow — Adler, Moscow — Smolensk, Vladimir — Ivanovo, Novosibirsk — Barnaul,’ Kornilin said. According to him, 35 transport interchange hubs will be located in large cities, but construction of transport interchange hubs in small cities has higher potential.
Dmitry Voloshin, Head of Khimki Urban District, told about the importance of the transport interchange hubs there. In view of high population growth rate and the immediate vicinity of Khimki to such points as Sheremetyevo and Moscow, the tasks to increase the traffic capacity have top priority: ‘Only after transport interchange hubs are designed, further development of residential districts could be considered.’
Moisey Furshchik, Managing Partner, Financial and Organizational Consulting LLC, continued the topic of integration of territories due to development of transport interchange hubs, with an increased focus on risks and opportunities when implementing projects. Among negative factors, the speaker highlighted shuttle migration and environmental degradation, and among the positive, formation of positive investment climate and possibility of territorial marketing.
Michail Bocharov, Deputy Director of Real Estate Department, the Ministry of Economic Development of Russia, concluded the discussion speaking about zonation of the transport interchange hubs to ensure sufficient integration of infrastructure facilities.
