Unique bachelor’s degree program for international lawyers
On September 30, the Presidential Academy held a reception dedicated to the opening of the first double degree bachelor's program between RANEPA Institute of Law and National Security (ILNS) and the European Law and Governance School of the European Public Law Organization (EPLO) – Global Integration Law with specialist foreign language training (a regional language).
First-year students of the new undergraduate program and their parents were welcomed by ILNS Deputy Director Valery Smirnov, EPLO Special Representative for Cooperation with the Russian Federation, CIS and EAEU. He introduced the guests of honor – Ambassador of Portugal to Russia Paulo Vizeu Pinheiro and Ambassador of Italy to Russia Pasquale Terracciano.
Rector of the Presidential Academy Vladimir Mau congratulated the students and ILNS staff on the opening of the program and expressed confidence that it will be one of the most successful programs implemented by the Academy. Learning a foreign language is an important tool for brain training, and those who capable of adapting to new professions become the most successful in times of quick changes, he added.
Next spoke the new program’s academic adviser – member of the Constitutional Court of Italy, Prime Minister of Italy (1992-1993, 2000-2001), President of the European Law and Governance School Giuliano Amato. He talked about the creation of the European Law and Governance School, noting the importance of integration, which helps people understand each other better and exchange ideas, share values and principles. These exchanges require a harmonization of the different legal systems, Mr. Amato said.
“I am glad to be with you at the beginning of your journey; at the end of the way, you will be able to call yourself citizens of the world,” Giuliano Amato told the students before advising them to study hard, because they will be gain knowledge they could not have obtained elsewhere.
Lyudmila Lapteva, Dean of the RANEPA ILNS Speransky Department of Law, and Yekaterina Alisievich, head of the school’s division of international and integration law, spoke in more detail about the RANEPA ILNS and the future of the new program.
The Presidential Academy, represented by the Institute of Law and National Security, is the only Russian member of the EPLO. The Global Integration Law joint bachelor's program with specialist foreign language training (a regional language), which gives students two Law degrees, was developed in 2018. The program is unique, with no analogues either in Russia or abroad. The students are to be trained in fields such as law of the European Union and the Eurasian Union, and the interaction of states in supranational associations such as the BRICS, SCO, APEC, Mercosur, ASEAN, etc. First students got enrolled in the program in summer 2019; there are 83 first-year students now.
