Every year, 2,700 students from more than 60 countries study at the Presidential Academy
A foreign citizen is a person not being the citizen of the Russian Federation and having a citizenship (nationality) of a foreign state. If, along with the citizenship of the Russian Federation, the citizenship of another state is available, the citizenship of all countries shall be indicated in the application for admission.
A foreigner may obtain higher education at the Academy in two ways:
- Under the Russian Government quota for foreign citizens (free education)
- On general terms, in accordance with the Rules for Admission to the Academy (free or paid education)
Information for enrollment in 2025
General admission information will be updated after January 20, 2025.
Admission of foreign citizens to study at the Academy shall be generally carried out in accordance with the Admission Rules
- Citizens of the following countries shall be eligible for a state-funded place (free education): Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan (no additional requirements)
- Republic of Armenia, Republic of Moldova, Republic of Uzbekistan (if you have a residence permit in the Russian Federation)
- Georgia, Republic of Azerbaijan, Turkmenistan (if you have a residence permit or temporary residence permit in the Russian Federation)
- Compatriots
When applying to study at the Academy as a compatriot, you should submit documents (other evidence) confirming
- In relation to the applicant's parent
- USSR citizenship (usually a USSR birth certificate, USSR passport)
- Current citizenship (usually a passport of a foreign citizen)
- Currently living abroad (usually a passport with a stamp in the “Place of Residence” column, official statements, certificates, etc.)
- In relation to the descendants of a compatriot (applicants)
- Confirmation of relationship with the above person (usually a birth certificate, passport with a stamp in the “Children” column)

List of documents required for admission to study
- completed application on the Academy’s website/ Acceptance of documents for bachelor’s degree and specialist programs starts on June 20, 2025
- document proving identity, citizenship, or identity of a foreign citizen
- document on the previous level of education with an appendix;
- documents confirming the individual achievements of the applicant, established by the Admission Rules (to be submitted at the discretion of the applicant)
- photograph of the applicant
- when applying for a state-funded place, documents confirming the status of a compatriot and (or) residence in Russia
The selection of students to the Academy is carried out within the quota established by the Government of the Russian Federation for the education of foreign citizens, stateless persons and compatriots living abroad, in 2 ways:
- By reviewing the dossiers of candidates who have been selected through Rossotrudnichestvo;
- By conducting an independent selection based on the results of an open intellectual contest for foreign nationals
Parallel participation in the selection through Rossotrudnichestvo and in the selection conducted independently by the Academy is allowed, since this significantly increases the chances of admission.
RANEPA self-selection deadlines for the academic year 2025/26
- December 1, 2024 - start of applications and documents acceptance;
- February 20, 2025. - Completion of applications and documents acceptance in RANEPA (Moscow);
- March 10, 2025. - Finalization of applications and documents acceptance in the Academy branches;
- January 15, 2025. - the beginning of the open intellectual competition*;
- April 1, 2025. - completion of the open intellectual competition*.
* The selection stage of the contest shall be held as groups of candidates whose applications are registered by the Academy are formed. The exact date and time of the final stage for each candidate who has passed the selection stage shall be determined by the members of the examination committee for the contest independently and shall be brought to the attention of each candidate by sending relevant information to the e-mail address specified by the candidate in the selection application and/or by posting the same in the electronic information system of the Academy (personal account of the applicant).
In 2025, the number of points scored based on the results of the first stage of the RANEPA (Moscow) Contest, necessary for participation in the second stage, shall be at least 37
Documents for participation in the selection
To the independent selection on bachelor's degree programs are allowed persons who have education not lower than secondary general, and to the selection on master's degree programs, having higher education of any level
To participate in the self-selection, the candidate submits in electronic form:
- a copy of the application (formed in the personal cabinet);
- copy of the document certifying identity, citizenship (passport);
- copy of the document on education and (or) qualification.
- copy of the candidate's consent to the processing, transfer and storage of personal data (formed in the personal account on the website);
- a copy of a document from a medical institution of the candidate's country of residence confirming the absence of medical contraindications for studying in the Russian Federation,
- a copy of a document from a medical institution of the candidate's country of residence confirming the absence of hepatitis;
- a copy of a document from a medical institution of the candidate's country of residence confirming the absence of tuberculosis;
- a copy of a document from a medical institution of the candidate's country of residence confirming the absence of a disease caused by the human immunodeficiency virus (HIV infection);
- photograph;
- other documents (submitted at the candidate's discretion).
Documents in a foreign language shall be submitted with a duly certified translation into Russian.
If the candidate due to the peculiarities of the organization of the educational process does not have a document on education and (or) qualification, a document containing information on the results of the last certification of the last year of study, issued by the educational organization in which he/she is studying in the territory of the country of residence shall be provided (it is allowed to submit an academic certificate, transcript, as well as any document confirming the receipt of education of the appropriate level).
Procedure for participation in the selection process
Documents
The Academy shall accept documents submitted only via the online form. Applications filled out otherwise or sent using other technical means shall not be accepted for consideration.
All candidates enrolled in the Academy within the quota shall be provided with a place in the dormitory.
5 steps to enrollment under the quota
How to apply correctly and take part in the RANEPA student selection within the quota established by the Government of the Russian Federation for foreign nationals.

Step 1
Filing of the application and necessary documents
Fill out, print, sign and send to the Academy in electronic form an application for education in Russia within the established quota, as well as scans of required documents.
If you want to participate in the selection for different levels of education (for example, bachelor’s and master’s degree or master’s and postgraduate studies), as well as study at the Academy or at one of its branches, then you need to submit two applications.
Additionally, you will be informed about the results of the review of documents and registration of the application.

Step 2
RANEPA Open Intellectual Contest
Upon the application registration, candidates shall be allowed to participate in the RANEPA Open Intellectual Contest for Foreign Nationals. The Contest shall be held in 2 stages: Stage 1 — selection (written test in Russian or English (for applicants to English-language programs)); stage 2 — final (oral).

Step 3
Informing about the Selection Results
After the contest, you will be informed about the selection results: Recommendation for Admission or Admission Refusal. In the event of a Recommendation for Admission, you will need to confirm your consent to study at the Academy in order to subsequently file your dossier with the Ministry of Science and Higher Education of the Russian Federation and apply for a study referral.

Step 4
Arrival for Studies
Before the start of classes, you need to arrive at the Academy for enrollment. At this stage, you will additionally receive detailed information and advice on the following issues: arrival dates; a complete list of documents required for enrollment; the procedure for obtaining or extending a visa (if necessary); accommodation in the Academy dormitory; issuance of a medical insurance policy; migration registration, other issues of organizing studies at the Academy.

Commencement of Studies

The Academy is entitled to independently recognize foreign education and (or) foreign qualifications in the established manner
This procedure complies with Part 11 of Article 107 of Federal Law dated December 29, 2012 No. 273-FZ “On Education in the Russian Federation”.

Write a letter
Send a letter to the email address dyakonu@ranepa.ru with an attached file in .pdf format, with the the word “Recognition” in subject line and the full name of the holder of foreign education (Example: Recognition - A.V. Petrov).
