Every year, 2,700 students from more than 60 countries study at the Presidential Academy

A foreign citizen is a person not being the citizen of the Russian Federation and having a citizenship (nationality) of a foreign state. If, along with the citizenship of the Russian Federation, the citizenship of another state is available, the citizenship of all countries shall be indicated in the application for admission.

A foreigner may obtain higher education at the Academy in two ways:

  • Under the Russian Government quota for foreign citizens (free education)
  • On general terms, in accordance with the Rules for Admission to the Academy (free or paid education)

Admission of foreign citizens to study at the Academy shall be generally carried out in accordance with the Admission Rules

  • Citizens of the following countries shall be eligible for a state-funded place (free education): Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan (no additional requirements)
  • Republic of Armenia, Republic of Moldova, Republic of Uzbekistan (if you have a residence permit in the Russian Federation)
  • Georgia, Republic of Azerbaijan, Turkmenistan (if you have a residence permit or temporary residence permit in the Russian Federation)
  • Compatriots

When applying to study at the Academy as a compatriot, you should submit documents (other evidence) confirming

  • In relation to the applicant's parent
  • USSR citizenship (usually a USSR birth certificate, USSR passport)
  • Current citizenship (usually a passport of a foreign citizen)
  • Currently living abroad (usually a passport with a stamp in the “Place of Residence” column, official statements, certificates, etc.)
  • In relation to the descendants of a compatriot (applicants)
  • Confirmation of relationship with the above person (usually a birth certificate, passport with a stamp in the “Children” column)
  • Currently living abroad (usually a passport with a stamp in the “Place of Residence” column, official statements, certificates, etc.)


The selection of students to the Academy is carried out within the quota established by the Government of the Russian Federation for the education of foreign citizens, stateless persons and compatriots living abroad, in 2 ways:

  • By reviewing the dossiers of candidates who have been selected through Rossotrudnichestvo;
  • By conducting an independent selection based on the results of an open intellectual contest for foreign nationals

Parallel participation in the selection through Rossotrudnichestvo and in the selection conducted independently by the Academy is allowed, since this significantly increases the chances of admission.



RANEPA self-selection deadlines for the academic year 2025/26

  • December 1, 2024 - start of applications and documents acceptance;
  • February 20, 2025. - Completion of applications and documents acceptance in RANEPA (Moscow);
  • March 10, 2025. - Finalization of applications and documents acceptance in the Academy branches;
  • January 15, 2025. - the beginning of the open intellectual competition*;
  • April 1, 2025. - completion of the open intellectual competition*.

* The selection stage of the contest shall be held as groups of candidates whose applications are registered by the Academy are formed. The exact date and time of the final stage for each candidate who has passed the selection stage shall be determined by the members of the examination committee for the contest independently and shall be brought to the attention of each candidate by sending relevant information to the e-mail address specified by the candidate in the selection application and/or by posting the same in the electronic information system of the Academy (personal account of the applicant).

In 2025, the number of points scored based on the results of the first stage of the RANEPA (Moscow) Contest, necessary for participation in the second stage, shall be at least 37


5 steps to enrollment under the quota

How to apply correctly and take part in the RANEPA student selection within the quota established by the Government of the Russian Federation for foreign nationals.

  • Step 1

    Filing of the application and necessary documents

    Fill out, print, sign and send to the Academy in electronic form an application for education in Russia within the established quota, as well as scans of required documents.

    If you want to participate in the selection for different levels of education (for example, bachelor’s and master’s degree or master’s and postgraduate studies), as well as study at the Academy or at one of its branches, then you need to submit two applications.

    Additionally, you will be informed about the results of the review of documents and registration of the application.

  • Step 2

    RANEPA Open Intellectual Contest

    Upon the application registration, candidates shall be allowed to participate in the RANEPA Open Intellectual Contest for Foreign Nationals. The Contest shall be held in 2 stages: Stage 1 — selection (written test in Russian or English (for applicants to English-language programs)); stage 2 — final (oral).

  • Step 3

    Informing about the Selection Results

    After the contest, you will be informed about the selection results: Recommendation for Admission or Admission Refusal. In the event of a Recommendation for Admission, you will need to confirm your consent to study at the Academy in order to subsequently file your dossier with the Ministry of Science and Higher Education of the Russian Federation and apply for a study referral.

  • Step 4

    Arrival for Studies

    Before the start of classes, you need to arrive at the Academy for enrollment. At this stage, you will additionally receive detailed information and advice on the following issues: arrival dates; a complete list of documents required for enrollment; the procedure for obtaining or extending a visa (if necessary); accommodation in the Academy dormitory; issuance of a medical insurance policy; migration registration, other issues of organizing studies at the Academy.

  • Step 5

    Commencement of Studies

The Academy is entitled to independently recognize foreign education and (or) foreign qualifications in the established manner

This procedure complies with Part 11 of Article 107 of Federal Law dated December 29, 2012 No. 273-FZ “On Education in the Russian Federation”.

Documents required for recognition of education at RANEPA

  • Application for recognition in Russian

  • Copy of a document on foreign education

  • Copy of appendix to a document on foreign education (transcript)

  • Copy of a certified translation into Russian of the submitted documents (except for documents entirely drawn up in Russian)

  • Copy of a passport

  • Other documents (to be submitted optionally)

Education documents may additionally require legalization in the issuing country.

How to submit scanned documents properly

  • Step 1

    Submitting an application

    Fill out the application, print it, sign (in all 5 “signature” fields).

  • Step 2

    Scans of documents

    Scan documents into one .pdf file in the following sequence:

    1. signed application;

    2. document of education;

    3. appendix (transcript);

    4. copy of a passport;

    5. other documents (if any).

    Documents in a foreign language shall be submitted with a certified translation into Russian.

  • Step 3

    Write a letter

    Send a letter to the email address dyakonu@ranepa.ru with an attached file in .pdf format, with the the word “Recognition” in subject line and the full name of the holder of foreign education (Example: Recognition - A.V. Petrov).
