The Presidential Academy and The Party School of the Central Committee of the Communist Party of China signed a Joint Activities Program for 2026–2027. The ceremony took place in the presence of Russian President Vladimir Putin and Chinese President Xi Jinping during their official visit to China, underscoring the strategic importance of their partnership in education and training for civil servants.
The document was signed by Alexey Komissarov, Rector of the Academy, and Xie Chuntao, First Vice-Rector of The Party School of the Central Committee of the Communist Party of China. The program outlines specific activities and contributes to the development of Russian-Chinese cooperation in public administration, science, and education.
According to the signed program, the parties agreed to an internship for 30 participants from among Russian civil servants in Beijing in autumn of 2026.
The Chinese delegation will also participate in key events of the Presidential Academy: the international conference «Science for Public Administration» in October 2026 and the International Congress of Public Administration, which will be held in 2027.

«The Presidential Academy is also ready to serve as an internship platform for Chinese civil servants and is interested in organizing joint conferences and research activities. Our experience in training civil servants is in demand in the CIS countries, and this year we significantly expanded the geography of our programs for foreign citizens to 17 countries».
The Party School of the Central Committee of the Communist Party of China – leader in training party and civil servants in China. From 2007 to 2013, its rector was Chinese President Xi Jinping. The Presidential Academy, in turn, is a flagship university in the field of training civil service personnel in Russia.
The signed Program does not exclude the possibility of holding additional events as agreed upon by the parties and can be adjusted to take into account the current objectives of bilateral cooperation.
