This week, Russian and Brazilian experience in digitalizing public administration is being discussed in Brasília. The in‑person module of the GSPM professional development program “Digital Transformation of the Public Administration System” is taking place here for 45 Brazilian civil servants from various ministries and agencies of the country.
The program began in early August with an online module that ran from August 3 to August 7. Currently, the participants are continuing their studies in a face‑to‑face format at the venue of the Presidential Academy’s partner — the National School of Public Administration of Brazil. Experts from the Graduate School of Public Management are working with them, introducing the participants to Russian approaches and practices in the digital transformation of public administration.
At the opening of the program, Alexey Kazimirovich Labetsky, Extraordinary and Plenipotentiary Ambassador of Russia to Brazil, noted that the two countries have an important common resource for cooperation — the opportunity to exchange experience and jointly seek solutions for public administration:
“Cooperation between the two schools is an opportunity to exchange experience.” Everyone has their own challenges: cultural diversity, vast territories. We can no longer live without public services — they are an integral part of our modern life.
The president of the National School of Public Administration of Brazil, Ms. Betânia Lemus, drew attention to another important aspect of such a dialogue — the opportunity to look at our own approaches from an outside perspective:
“We can critically assess our work, exchange experience, and find new digital solutions. Society should have access to public services. Such meetings help to strengthen knowledge, gain new ideas, and put them into practice.”
This week, experts from the Presidential Academy will tell the audience about technological trends and the digital transformation of public administration, strategic planning for digital development, electronic public services, GovTech and the “GosTech” platform, data management, and digital feedback between the state and business. Separate sessions will be devoted to smart cities and training personnel for digital transformation.
On the last day, the participants will present their own research projects on how Russian experience can be used to digital transform the public administration system in Brazil.
