As part of the second Forum of Rectors of Universities of Russia and the DPRK, which was held in the capital of North Korea, the Presidential Academy and the Academy of National Economy of the Democratic People's Republic of Korea signed a Memorandum of Understanding and Cooperation. The document lays the legal foundation for the joint training of management personnel and the development of academic exchange between the two countries.
The expansion of the educational partnership has become a practical step towards implementing the Comprehensive Strategic Partnership Agreement, signed by the leaders of the two countries in 2024.
According to the Memorandum, universities will engage in joint analytical work in the field of public administration, exchange experience in the area of personnel retraining and certification, and participate in scientific and practical events.
“I am confident that the signing of the memorandum will mark the beginning of fruitful cooperation in the training of leadership and management personnel.” “The implementation of bilateral educational programs, the exchange of experience, and the establishment of horizontal ties between civil servants of the two countries will contribute to strengthening the strategic relations between Russia and the DPRK,” emphasized Alexey Komissarov, Rector of the Presidential Academy.
During the meeting, Alexey Komissarov outlined the first concrete steps to implement the agreement. The Academy expressed its readiness to develop and implement a professional development program for Korean civil servants in 2027, with Russian experts participating.
The Second Forum of Rectors of Universities from Russia and the DPRK is being held in Pyongyang from September 26 to 30, 2026, and is приурочен to the 80th anniversary of Kim Il Sung University.
The Presidential Academy is a leader in training personnel for public service and is actively developing its international activities. In 2026, more than 1,200 foreign civil servants from 28 countries are enrolled in the university’s programs. The Academy is actively developing humanitarian ties with the DPRK: in 2025, the Presidential Academy hosted a roundtable titled “The Sun of the DPRK,” organized jointly with the DPRK Embassy in Russia.
