The first joint round table of the Presidential Academy and the Party School of the CPC Central Committee "Traditional Culture and Traditional Values in Public Administration: the Experience of China and Russia" was held at the Party School of the CPC Central Committee (National Academy of Management).
The discussion focuses on the role of cultural and historical heritage in the development of modern public administration and the training of managerial personnel. Russian and Chinese experts discussed approaches to preserving traditional values, their impact on the development of society and the state, as well as the historical experience of modernization in the two countries.
“Traditional values are not a return to the past, but a living reference point in the training of civil servants. A modern civil servant must know not only ‘how’ to govern, but also ‘what for.’ It is this inner compass that distinguishes a manager who works according to instructions from a manager who works by calling,” noted Andrei Margolin, vice‑rector of the Presidential Academy.
Six experts from the Institute of Social Sciences of the Presidential Academy and representatives of the Party School of the CPC Central Committee took part in the roundtable. The Russian participants presented reports on the value‑based approach to training civil servants, traditional culture, public administration, and Russia’s historical experience. The Chinese colleagues spoke about the influence of traditional values and philosophy on the development of the PRC’s public administration system.
The roundtable became part of the development of scientific cooperation between the Presidential Academy and the Party School of the CPC Central Committee. The parties also discussed the prospects for joint research, academic exchanges, and the preparation of scientific publications.
