How to build a modern public administration system? The answer to this question will be sought in Moscow over the next week by 14 civil servants of the Republic of the Congo. Today, the Presidential Academy launched a professional development program: “Modern Technologies of Public Administration.”
Over the course of the week, participants will get acquainted with Russian practices in project management, digital transformation, and the implementation of artificial intelligence in the public sector, and will also visit leading federal platforms where key management decisions for the country are made.
Opening the program, Alexey Kolesnikov, Vice‑Rector of the Presidential Academy, noted that such educational projects are becoming an important tool for developing Russian‑African cooperation:
“Such educational programs are of particular importance for the development of the Russian‑African partnership.” They create a space for professional dialogue, the exchange of best practices in public administration, and the strengthening of cooperation, which is built on the principles of mutual respect and consideration of the national interests of our countries.”
Anatoly Bashkin, Director of the Africa Department of the Russian Foreign Ministry, emphasized that developing cooperation with African countries remains one of the strategic priorities of Russia’s foreign policy:
“Developing comprehensive cooperation with African countries is one of the strategic priorities of Russia’s foreign policy. I am confident that this program will provide an opportunity to gain a deeper understanding of the Russian system of public administration, and the knowledge obtained will become the foundation for further professional cooperation between our countries.”
The first day of the program has already allowed the participants to get acquainted with the Russian experience in customer‑centric public administration. Then the delegation visited the Analytical Center under the Government of the Russian Federation, where they studied modern approaches to the development and testing of public services. Ahead lies a rich educational program and an opportunity to learn about the best Russian management practices.
